Work based Station: Surkhet, Nepal
Contract Period: Until 3rd Aug 2024 with an option to renew for 4 years.
Operations/Finance Manager (OFM) – will be responsible for managing and performing operations and finance responsibilities of the USAID funded Nepal Engineering Services (NES) IDIQ Task Orders to ensure the projects are executed in accordance with the approved operations and finance plan. The OFM reports directly to the Chief of Party (COP), with secondary reporting responsibility to the Home Office (HO) for project functions. The Position will be based in Surkhet office.
Responsibilities:
- Lead overall project field operations including financial, administrative, procurement, logistics, and human resource responsibilities.
- Develop and manage project budgets, financial forecasts, and cash flow projections.
- Oversee project operations, including logistics, human resources, and administration.
- Ensure compliance with organizational policies, donor regulations, and local laws.
- Manage contracts and subcontracts and provide guidance on operational procedures to project staff.
- Ensure project compliance with USAID rules and regulations, including financial and operational audits.
- Develop and implement corrective actions based on audit findings.
- Prepare and submit accurate and timely financial reports to USAID and other stakeholders.
- Identify operational and financial risks and develop strategies to mitigate them.
- Collaborate with project partners, stakeholders, and local authorities to foster positive working relationships.
- Identify areas for process improvement within financial and operational systems.
- Execute all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the CDM Home Office in a timely fashion.
- Record all financial transactions into accounting system; manage project funding needs; develop, manage, and monitor the field project budget; and prepare financial reports to the home office.
- Reconcile project accounting and provide back-up documentation of all financial transactions for inclusion by the Home Office into monthly invoices to USAID.
- Process monthly payroll and corresponding deductions for local personnel, as needed.
- Manage all field procurements and ensure appropriate approvals are obtained from management.
- Coordinate regularly with the B360 home office and provide timely updates on finance and operations matters.
- Manage project operations including office space, equipment, logistics, and other administrative duties.
- Make logistical arrangements for the team.
