Operations and Business Development Manager

Nihon Educational and Cultural Center (NECC) is seeking an experienced and results-oriented Operations and Business Development Manager to lead and strengthen the organization's operational functions and support its next stage of development.

The Operations and Business Development Manager will work closely with senior management and domestic and international stakeholders, particularly Japanese partner organizations, to translate organizational strategies into effective operations, build strong systems and teams, and ensure consistent execution across academic, administrative, and business functions.

This is a senior leadership position suited to a professional who can combine strategic thinking with hands-on operational leadership, make sound decisions, develop people, establish effective systems, and represent the organization confidently in national and international engagements.

Key Responsibilities

Strategic & Operational Leadership

• Lead day-to-day organizational operations and translate management decisions and strategic objectives into clear operational plans and measurable results.
• Establish and improve systems, procedures, workflows, and performance standards across academic, administrative, and business functions.
• Monitor organizational performance and identify opportunities for operational improvement, efficiency, and sustainable growth.

Team & Resource Management

• Lead, coordinate, and develop teams across different functions of the organization.
• Establish clear responsibilities, performance expectations, accountability, and reporting mechanisms.
• Ensure effective and transparent utilization of organizational resources.
• Provide senior management with timely operational reports, performance updates, and strategic recommendations.

International Business & Japanese Coordination

• Lead communication and business coordination with Japanese partner organizations and other international stakeholders.
• Participate in negotiations, meetings, candidate selection, interviews, and other international business activities.
• Represent NECC professionally in meetings and official engagements with Japanese institutions and other relevant organizations.
• Develop and maintain strong, long-term institutional relationships.

Candidate Development & Employment Programs

• Oversee candidate preparation and development for international employment opportunities, including Japanese language education, cultural orientation, workplace expectations, and interview preparation.
• Coordinate recruitment, screening, selection, and interview-related processes in cooperation with relevant stakeholders.
• Ensure candidate development programs maintain appropriate standards of quality, discipline, and professionalism.

Compliance, Risk & Governance

• Identify operational, regulatory, financial, and reputational risks and ensure timely corrective action.
• Ensure organizational activities comply with applicable laws, regulations, policies, agreements, and institutional procedures.
• Establish appropriate internal controls and reporting mechanisms to support accountable and transparent operations.

Business Development & Institutional Growth

• Identify opportunities to strengthen NECC's programs, partnerships, and institutional capabilities.
• Support the development of new initiatives and international collaborations.
• Work with senior management to convert strategic opportunities into practical and sustainable programs.
