INTRODUCTION
Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

Save the Children Nepal Country Office is intending to provide humanitarian response to the earthquake affected areas. Save the Children has chosen its priority districts as Gorkha, Dhading & Lamjung (Cluster 1); Sindhupalchowk, Kavrepalanchowk, Dolakha & Ramechhap (Cluster 2); Kathmandu, Bhaktapur & Lalitpur (Cluster 3) and Nuwakot & Rasuwa (Cluster 4). In this context, SC is seeking to recruit dedicated and qualified candidates as the short-term staff with different expertise to response to these affected areas in various sectors.

BRIEF POSITION DESCRIPTION
The NFI/Shelter Coordinator will be expected to lead on sectoral assessment, project planning and budgeting, coordination, and support fundraising, recruitment and procurement, usually at a Provincial or sub-national level. In most circumstances, the potholder will be expected to mentor and/or capacity building existing country programme staff.

MAIN RESPONSIBILITIES

Lead technical assessments at field level in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
With support from the lead Shelter Adviser and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
With support from the lead Shelter Adviser and/or other senior programme staff, support fundraising for your area, including contributing to the development of high quality concept notes and proposals.
Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
With support from the Lead Shelter Adviser and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
With support from the lead Shelter Adviser and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff.
With support from the lead Shelter Adviser and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff.

Representation & Advocacy & Organisational Learning:

Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups.
With support from the lead Shelter Adviser and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
Contribute to communications and media work as required.

General:

Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect SC 's principles of equity and fairness.
To perform such other responsibilities as agreed with your line management.

QUALIFICATIONS & EXPERIENCE

Bachelor's degree in Civil or Structural or Architectural Engineering or related discipline
At least 2 years of relevant experience
Awareness of public health issues in emergency shelter or settlements, with attention to specific needs of women and children.
Awareness of transitional shelter and settlements options including technical design, host family support, collective centres and camps
Previous experience in running NFI distribution programmes
Previous experience of project management

WORKING CONDITIONS

The position holder is expected to be ready for the deployment in any of the affected district(s) at short notice. S/he will normally work unusual hours and are often working in stressful and insecure environments.
