About Partner:

CSRC Background 

CSRC has been campaigning for comprehensive agrarian reform and the land rights of working farmers and tillers for almost three decades. Through this time, CSRC has worked to organize and raise consciousness amongst those deprived of land rights, build public opinion in favour of progressive land reform, and conduct action research related to land and agrarian issues. CSRC is committed to the belief that social inclusion and participatory democracy must be strengthened at the roots of society. 

PIN and CSRC from FCDO funding under Durable Solutions I and II facilitated the implementation of the National Reconstruction Authority’s resettlement program for households at risk of or displaced by geo-hazards after the Earthquake (2017, 2018-2021). The consortium advocated with NRA to create separate guidelines for landless on the national level and necessary policy amendments. In 2022, building upon the DS approach the consortium further facilitated Durable Solutions for landless households at risk of or displaced by floods in Madhesh Pradesh. 

NHSRP Background:

The National Housing and Settlements Resilience Coordination Platform (NHSRP) is the renamed platform of the extended fourth phase (August 2021- July 2025) of the previous Housing Recovery and Reconstruction Platform (HRRP), which was launched in November 2015 to take over supporting the coordination of the post-earthquake housing reconstruction from the Nepal Shelter Cluster, as it returned to the pre-earthquake format as a standard cluster. NHSRP was handed over to NDRRMA by NRA following the end of NRA tenure in December 2021. NHSRP now supports local organizations, community-based organizations (CBOs) and the private sector to strengthen disaster risk reduction structures provisioned under Disaster Risk Reduction and Management Act, 2017 namely Provincial Disaster Management Committee (PDMC), District Disaster Management Committee (DDMC), Local Disaster Management Committee (LDMC) while supporting the formulation of DRR plans and implementation of national disaster risk reduction and management structures. NHSRP promotes localization of disaster risk reduction and post-disaster housing reconstruction and settlement recovery in line with NDRRMA’s National Strategic Plan of Action (NSPoA), National Disaster Resilient Framework (NDRF), and other priorities. NHSRP is currently funded by CRS and FCDO from January 2023 to June 2023. CRS Nepal leads in Gandaki Province and Lumbini Province, while the National Society for Earthquake Technology-Nepal (NSET) leads in Bagmati Province, Caritas Nepal in Province 1 and People in Need in Madhesh Province and Karnali Province.

Job Summary 

You will provide technical advice and support to NDRRMA and NHSRP teams for the integration of the Durable Solutions approach in program design and implementation issues in line with NDRRMA strategic action plan, policies and procedures, and industry best practices to advance the delivery of inclusive and high-quality Disaster Risk Reduction and Management (DRRM) programming of Government and Partner in Nepal.

Job Responsibilities 

  • Work closely with NDRRMA, NHSRP team and partner organization to identify the major bottlenecks (such as landlessness, relocation issues, policy gap, and issue around critical documents) in systematic inclusion of disaster-affected households in the government with a major focus on NDRRMA-designed solutions for post-disaster housing reconstruction and settlement recovery. 
  • Develop a strong relationship with the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLMCPA), Ministry of Federal Affairs and General Administration (MoFAGA), National Land Commission and other federal authorities for improved coordination with NDRRMA depending on the bottleneck identified. 
  • Lead in documenting the situation on access to the social safety nets and lobby the bottlenecks in both bottom-up and top-down approaches. 
  • Link and liaise for mainstreaming the systematic inclusion of disaster-affected marginalized households in the government services with the support from Land Rights Forum. 
  • Contribute to NDRRMA’s GEDSI Strategy from a systematic inclusion lens working closely with GEDSI Technical Adviser and NDRRMA GEDSI Focal Point. 
  • Capacitate the provincial NHSRP team in durable solutions approach and support improving the inclusive gap assessment (inclusive DRR mapping).  
  • Support in the integration of land agenda in Disaster Risk Reduction and Management (DRRM) programming of the Government. Mainstream land use planning for effective disaster risk management through risk identification, and organized relocation management. 
  • Initiate regular joint exposure visits to monitor Durable solution activities in the presence of local, district, provincial and federal authorities to the risk communities of different provinces of Nepal. 
  • Regular consultation with the partner organization working on social inclusion and land agenda. 
  • Participate in an advisory committee meeting to help shape the guidelines and bridge the need through other partner agencies.  
  • Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, and participate in forums in the area of Social Inclusion. 
  • Coordinate and support Geo-Hazard intensity mapping and guidelines work as this could be a potential opportunity to support that within the NDRRMA

Experience & Requirements

Education and Experience 

  • Master's degree in social sciences, International Development, or a related field. Experience in implementing governance, and social inclusion mainstreaming activities/programming is required. 
  • Minimum of five years of relevant work experience with progressive responsibilities, ideally with an international NGO. Minimum three years of relevant field-based experience in Social Inclusion, Gender or Protection, Preferably in DRR and Reconstruction. 
  • Experience working in the areas of Governance, Advocacy, Gender, Disability, Social Inclusion and/or Protection, and general knowledge of other related disciplines to ensure a proper cross-sectoral approach. 
  • Excellent technical writing skills 
  • Experience with program monitoring, evaluation, and analysis. 
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, and knowledge-sharing networks. 

Preferred 

  • Experience working on Durable Solutions Projects or familiar with the approach.
  • Experience in project design and proposal development. Experience in writing content for proposals. 
  • Knowledge of capacity-strengthening approaches and best practices.

  • Strong relationship management skills with the ability to influence and get buy-in from people not under the direct supervision and to work with individuals in diverse geographical and cultural settings.

Required/Desired Foreign Language: Fluent in speaking and writing in English
