SUPERVISOR: MEL Director
LOCATION: Provincial Office (7)
ROLE PURPOSE:
The Monitoring, Evaluation and Learning (MEL) Specialist will work closely with the MEL Director to implement the key MEL components of this project.
POSITION RESPONSIBILITIES:
Support all of the project’s MEL activities and support the implementation of the project MEL Plan at the national and provincial levels
Ensure that MEL activities are conducted appropriately and in line with project, country, and donor MEL needs
Support the collection, cleaning, analysis, and reporting of MEL data according to the project's MEL plan
Support to identify appropriate performance indicators for tracking results and monitoring critical assumptions and/or preparing comprehensive performance monitoring plans
Ensure regular management of applicable M&E processes, procedures, and systems to ensure appropriate data is collected, managed and used to track project implementation and results
Manage, maintain and update the Project’s M&E database
Collaborate with the project technical team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices
In collaboration with the MEL Director, develop data control processes and mechanism to be followed before, during, and after data entry to assure the accuracy of data
Conduct routine monitoring visits to project sites, including conducting data verification, validation, and conducting internal and external data quality assessments (DQAs)
Contribute to needs assessments, capacity assessments, operations research, or other data collection efforts as appropriate
Participate in the development of various types of data reports on a routine basis including visual presentation of key project-related data. Check the accuracy of data in all project reports and deliverables
Attend relevant meetings at province level and ensure effective coordination, collaboration, learning and sharing among development actors
Other duties as assigned by supervisor
QUALIFICATIONS:
Master’s Degree in International Development, Statistics, Social Sciences or other relevant fields
Six years of relevant professional experience in monitoring, evaluation, and research with progressively increasing level of responsibility
Demonstrated experience managing project M&E activities; USAID experience preferred
Experience supporting M&E in the governance sector preferred
Strong analytical and data analysis skills required; experience managing M&E systems or databases required
Strong interpersonal skills, initiative, good judgment, and problem-solving abilities
Excellent report writing, analytical, and communication skills, including oral presentation skills
Extensive experience in knowledge management and dissemination of results and research findings
Computer literacy (MS Word, MS Excel, Statistical Software)
Fluency in English
