Job Description

Background   

Action For Nepal (AF Nepal) with the funding support of Australian Himalayan Foundation (AHF) is initiating Solukhumbu Women’s Health Project (SWH project) in the Solukhumbu district. The project focuses on improving the availability, the quality and the access of reproductive and sexual health services. The project empowers targeted groups and strengthens the capacity of health service providers in coordination and collaboration with Rural Municipalities, wards and the district health office. The project aims to contribute in creating an enabling environment for improved womens’ and particularly mothers’ health outcomes.

The project requires establishing a robust M&E system for regular collection of data, monitoring and reporting for the SWH project  

Safeguarding and COVID-19

Action for Nepal is committed to child safeguarding and to the prevention of sexual abuse, exploitation and harassment. The selected candidate will be required to sign Action for Nepals’ Codes of Conduct and to provide a police clearance check. Given the current COVID-19 situation, the consultant is to at all times follow the health and safety advice of the local government authorities and AF Nepal to ensure that they, AF Nepal staff, community members and all others involved are kept safe.

Objective of the assignment

The Monitoring and Evaluation Consultant will review the project’s design, including M&E framework and other relevant project documentation and, in consultations with the project’s team, select relevant data and design tools, appropriate methods and sources for data collection, and propose possible platforms for the system . 

The Consultant will further develop the Project’s Monitoring and Evaluation System as relevant and collect further baseline information when required. The M&E system will serve as a management and monitoring tool of the project and will assist to regularly collect, analyze and use project information to review progress and to compare project objectives with accomplishments. 

The Consultant will pilot the project M&E system and train the project staff on using it.

At the end of the assignment, the Consultant will develop a Final Report clearly describing results of baseline assessment and recommendations for organizing/revising the M & E process for the length of the Project.

Required Qualification

  • A minimum of bachelor’s degree or equivalent in public health, humanitarian, development or social studies or other relevant fields
  • Specialised certificate(s) in M&E is preferred
  • At least 3 years of demonstrated experience with Project/Program Monitoring and Evaluation
  • Knowledge and experience in data management system development and implementation, information analysis methodologies and techniques..

Experience and skills:

  • Strong understanding of monitoring and evaluation tools and techniques.
  • Strong technical and analytical capabilities and demonstrated ability to collect, analyze and interpret data for development programs with a focus on public health.
  • Quantitative and qualitative data management skills.
  • Strong grasp of all stages of M&E and quality standards in humanitarian programming, safeguarding and accountability.
  • Familiarity with protection issues, gender and disability inclusion.
  • Excellent communication skills, including fluent spoken and written English and  Nepali. 
  • Self-initiative  and  ability  to  exercise  sound judgment.
  • Ability  to  produce  quality  work  in  tight deadlines  and  with minimum supervision.
