Purpose of the Role

The purpose of this role is to bring in a high level of understanding and expertise to the team on independent verification of the quality of local infrastructure delivery by the Local Governments in selected Provinces (particularly in rural areas), touching upon as many dimensions as possible, including climate resilience, policy compliance and end-user inclusion. The candidate shall offer excellent analytical skills to work on field-level findings and generate evidence to derive high-level recommendations, propose additional research areas, and suggest areas of improvement and actions by the Local Governments. This role will contribute to generating reports and communication materials of high quality.

This position is funded by a key bilateral partner.

The ideal candidate should have:

  • A Bachelor’s degree in any Civil Engineering discipline and a Master’s degree in a field related to the assignment.
  • Minimum 10 years of experience in local/community infrastructure development in Nepal, and in particular in local infrastructure delivery, including in local roads, irrigation, water supply systems, and solid waste management
  • Experience of engagement in the design and delivery of local infrastructures, including the preparation of high-quality Detailed Project Reports (DPR)
  • Experience working at a senior level delivering donor-funded programming in a relevant sector for multilateral or bilateral agencies (either in Nepal or abroad)
  • Deep understanding of the concept and techniques related to climate resilient infrastructures in the local context
  • Good undertaking of the federalized system of Governance in Nepal and their roles and responsibilities, and relevant infrastructure delivery policies and legislation
  • Excellent analytical, problem-solving, and communication skills
  • Ability to work collaboratively in a team, demonstrating independent thought and creative approaches to problem solving
  • Demonstrated skills in high-level report writing in English and the ability to communicate well verbally in Nepali and English

Job Description

Scope of Work

  • Review the regulatory envelope for Local Infrastructure delivery by the Local Governments (LGs) and assess the level of compliance with Federal, Provincial, and LG levels policies, guidelines, plans, and regulations.
  • Undertake assessment of Local Infrastructure Planning and Budgeting Processes at the Local Government level in terms of quality and adequacy of the process and its outcomes.
  • Carry out verification of infrastructure works quantity, quality, and value for money achieved in the delivery of local infrastructure
  • Review the mainstreaming of climate resilience, sustainability, GEDSI, and inclusion, and climate impact mitigation, working with expert team members as necessary.
  • Generate evidence-led insight and strategic recommendations for process improvements related to local infrastructure delivery
  • Prepare reports on the findings and recommendations, demonstrating in-depth analysis and a high level of communication skills
  • Incorporate innovation in methodology and application of digital tools in undertaking the above
  • Engage in communication with key stakeholders
  • Demonstrate a deep understanding of risk assessment and mitigation, including climate change disaster

Duration and Nature of Contract

The contract will be for a maximum of three years with periodic reviews for annual contract extension. 

Remuneration will be provided in attractive daily rates.

The position requires intermittent inputs in average of around 13 days per month, and of which, in average, 60% will be in the field in Karnali and Lumbini, and 40% for report writing and consultations based in Kathmandu.

The schedule of inputs shall be as per agreed plan, but changes in schedule can be expected at short notice to meet the requirements of the client.
