Role Purpose

Under the direct supervision of the SCM Coordinator, NCASC/logistic focal point, the Junior Supply Chain Management Officer will be responsible for storage of HIV commodities/supplies according to the standard storage guideline and maintain quality, safety and security of the stock. S/he will maintain stock registers/records, update logistics database and conduct routine physical verification of all commodities and related supplies.

Term and Location: Fixed term position till July 2015 with further possibility of extension based at National Centre for AIDS and STD Control (NCASC), Kathmandu

Required Qualification and Experience: At least intermediate in Commerce/Management (Bachelor's degree in Pharmacy with intermediate in management is preferred) with at least 3 years (2 years for bachelors) of experience in warehouse management of pharmaceutical and health products; Knowledge of pharmaceutical and health product procurement and supply management along with GFATM’s procurement and Quality Assurance Policies is preferred.

Key Areas of Accountability

  • Manage receipt of consignments from international suppliers including customs clearance, import duties.
  • Store HIV commodities and related supplies according to proper storage guidelines and maintain quality, safety and security of stock. 
  • Prepare the transportation plan for proper and timely distribution of HIV commodities.
  • Prepare handover forms and issue HIV commodities to Service Delivery Points (SDPs), hospitals and NGOs as per the orders received on Combined Reports-- Requisition and Issue Forms or relevant documents. Update the receipt of all commodities delivered at SDPs.
  • Maintain logistics files, assuring that all required documentation/approvals are in the files. Distributes copies as needed to NCASC and concerned stakeholders. Timely update the stock book for all issues and receipts of HIV commodities and related supplies.
  • Maintain stock database and HIV commodity tracking database using prescribed software.
  • Conduct a physical inventory of all commodities at specified times. 
  • Follow standard documentation and timely reporting for programming inventories. Compile consumption data, issues data, losses and adjustments, and stock data for HIV commodities and prepare monthly reports. Report on any suspected irrational use of drugs based on reports or visits. 
  • Monitor stock status of commodities throughout the country and report to SCM coordinator when the situation requires immediate action.
  • Ensure availability of forms and reports to be used in the LMIS at all levels. 
  • Monitor SDPs on logistics issues related to HIV commodities and provide feedback whenever necessary.
  • Manage proper disposal procedures and documentation of expired/unusable HIV commodities. 
  • Contribute to monthly, quarterly and annual reports as needed. Submit necessary documents during the time of auditing. 
  • Liaise with NCASC and pertinent stakeholders to ensure supply of appropriate drugs and kits in appropriate formulations and strength.

Knowledge, Skills and Experience

  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
  • Ability to work with a minimum supervision and in a high pressure.
  • Ability to communicate technical procurement matters in a simple and clear manner. 
  • Advance Computer skills in MS Excel, MS Word, power point and other database.
  • Language Requirements: Excellent language skills in English & Nepali
