ROLE PURPOSE:
The Junior Finance Officer is one of the team members of the National TB Prevalence Survey (NTPS). He/ She will be responsible to ensure day to day financial management of the GFATM grants.
KEY AREAS OF ACCOUNTABILITY:
- Responsible for prevalence survey (GFATM grant) financial management and reporting
- Development of financial disbursement and reporting mechanism, systems and guidelines.
- Maintain and update financial monitoring system and keep all financial records in place.
- Under the guidance of the Senior Finance Coordinator prepare and update the revised annual prevalence survey budget for the GFATM grant programme in needed cases in close collaboration with other section staff and M&E staff.
- Assist in developing Prevalence survey report in collaboration with the Senior Finance Coordinator, Finance Controller and M&E Specialist
- Prepare periodic financial reports for the prevalence survey( GFATM grant) for the Senior Finance Coordinator
- Maintain financial performance records and provide periodic reports to the Senior Finance Coordinator on the status of budget implementation, use of funds and projection of resource needs
- Collection and critical review of financial reports from all levels of the programme i.e. field operations as well as centre. This includes outsourced agency’s review on trimester basis.
- Work closely with NTC Accounts Officer in preparation of financial reports of Prevalence survey to GF.
- Authorized by Director of NTC to obtain and manage all Prevalence survey related financial and procurement information for Global Fund grant planning and reporting purposes from Accounts Officer, under the direction of Senior Finance Coordinator.
- Protect against conflicts of interest by following the procedures articulated in the PMU guidelines, within the scope of his/her responsibilities.
- Other duties as requested by Senior Finance Coordinator or Project Manager.

QUALIFICATIONS, SKILLS AND EXPERIENCE:
Education
- Bachelor's degree in Commerce, Business Studies/Administration or related disciplines
Experience
- At least 1 year experience in accounting and financial management.
Skills
- Good knowledge of GoN financial policies, financial rules, budget management, planning and programming
- Excellent computer skills including MS Word, Excel, Power Point, and Financial Management Software
- Excellent written and spoken English and Nepali
- Ability to write reports in English
- Good communicator and facilitator
