We reached approximately two million populations and invested over 29 million US dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.
 
The role of Jr. Finance & Administrative Officer is to ensure day to day financial and administrative functions run smoothly of SC Finland funded projects tilted “Child Sensitive Social Protection (CSSP)” and “Creating Protective Environment for Children (CPEC)” including other projects managed by Centre Regional Office (CRO). 

Jr. Finance & Administrative Officer will be responsible for providing overall financial and administrative support to SC Finland funded projects’ program team for maintaining efficient and effective financial & administrative management in project office at Kavrepalchowk district office. This includes checking bills/invoices and relevant documents, making payments & adjustments, request for program advance, support in financial transactions of program activities & timely settlements, preparation of periodic financial reports for submission to regional office, arranging administrative & financial logistics for workshop/seminar and ensuring that the functions support in the internal controls. This also includes supporting Sr. Project Coordinator - CSSP & CPEC in compilation of budgets, budget revisions, monitoring of partner organizations, etc.

Budget Responsibilities: Not Applicable

Scheme of Delegation: As per approved schedule of delegation

Dimensions: Save the Children works in 57 districts of Nepal and nationally in Bhutan with a current staff complement of approximately 300 staff and current expenditure of approximately $US 30 million each year.

KEY AREAS OF ACCOUNTABILITY:

Day to Day Finance & Administrative Functions:

  • To ensure day-to-day administrative functions in Dhulikhel Project office runs smoothly.
  • Assist Project team to prepare detailed program activity budget and periodic budget revision/budget forecast.
  • Make payments ensuring expenditures are in line with approved budget and submit for program advance & settlements to regional office in timely manner.
  • Check all bills/invoices and supporting documents are submitted as per financial policies.
  • Maintain proper filing system of all financial & administrative documents.
  • Support in financial transactions of Government Partner Organizations program activities by arranging administrative and financial logistics.
  • Provide logistic support to organize self-implementing project events at national and district levels.
  • Timely submission of Purchase Request and follow-up with CO Logistic department.
  • Provide support to district office on administrative and logistics management as required.
  • Support and coach district non-finance staff on relevant finance & administrative issues.

Internal Control and Compliance:

  • Support to establish robust internal control system within district office.
  • Support to follow compliance of local laws, donor requirements, and SCI procedures throughout district office and partners.
  • Support Project team in keeping accounting in line with donors and SCI procedures. Adhere the organizational policy, procedures, local laws and donor’s requirement.
  • Assist to plan and facilitate audit functions, including taking action on follow up and implementation of audit recommendations.

Partner Organization Monitoring and Support:

  • Assist CSSP and CPEC projects team in Partner Organization’s visits for reviewing financial systems and internal controls. 

Representation

  • Represent Save the Children and its values at the local, district, regional, national, and international levels

Occasional Duties

  • Work as and when required fulfilling Save the Children’s dual mandate of development programs as well as being the leader in Emergency preparedness and response for children.

QUALIFICATIONS AND EXPERIENCE

  • Intermediate (Bachelor's preferred) or equivalent in Management or related discipline
  • Minimum 3 years (2 years for Bachelors) of relevant work experience
