  • A minimum of ten (10) years of progressively responsible and relevant experience in ICT infrastructure strategy, architecture and operations, at national and international level is required, as specified below: 
  • Prior leadership experience within a solutions oriented technical environment, preferably with Information Systems enhancement and/or IT architecture background in both centralized and federated mode.
  • Prior experience in managing and leading complex infrastructure in a geographically dispersed organization with comprehensive disaster recovery architecture and operations
  • Prior extensive experience in leading large-scale, cross-functional complex teams of technical and non-technical professionals: extensive technology business solutions acumen.
  • Practical experience with Enterprise Architecture (Business, technical, data and Information systems architectures) Design and/or strategic systems design and implementation, in particular in financial systems

Job Description

Background to the Position

The PFMSP project includes a significant IT support component, including a US$3 million plug figure for IT support which needs to be programmed and implemented based on the conclusions of an IT Assessment, including an assessment of the actual needs, both at the center as well as the district level). The IT Specialist will help the PFMSP Team with the IT Assessment and manage all IT support that will be provided to the GON as part of the PFMSP program.
In order to communicate effectively with GON counterparts, a Nepali national is sought to fill this position.

Post Requirements:

The specialist will have the following functions:

  • Provide support and advice to the GON – in particular on IT governance and strategy and IT planning.
  • Advise on staffing, resources and training necessary for the successful development of the GON IT strategy, and support its implementation.
  • To provide expert information systems support to implementation of the activities mentioned in the plan that is to be developed.
  • To analyze systems and processes at the district level, and provide recommendations to improve them.
  • To provide advice as requested to other members of the PFMSP Team. 
  • To provide training, mentoring, coaching and skill development to GON IT staff in the department.
  • To advise on formulating standards, guidelines, implementing IT best practices, addressing compliance issues, with a longer-term vision on the GON IT Architecture, and guidance on other IT issues including system control, Information systems security. risk management, benefit realization and value delivery
  • To help identify and address larger IT governance issues that cut across several departments, of which the MOF IT Unit is only one.
  • To assist the PFMSP Team and the GON in selecting specialist and local firms and IT Resources (people, systems, and processes) to work in the above-mentioned areas ensuring quality and value delivery to GON 
  • Work closely with ICT Specialist, IT support and Training Specialist, Professional Development Training Specialist to produce e-learning courses and training materials related to LMBIS training of trainers and other IT related training in all three components
