USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

SSBH provides strategic technical support for USAID’s Health Direct Financing Project. In Karnali Province, this activity is implemented in collaboration with the Ministry of Social Development and Health Services Directorate and selected municipalities across four districts (Surkhet, Jajarkot, Salyan and Dailekh). Technical support interventions are tailored to the needs of the province and municipalities, focusing primarily on evidence-based planning and budgeting, management, and oversight for delivery of quality health services, overall strengthening of health systems, and coordination between all three levels of government for effective implementation of the government-to-government (G2G) support in health.

Under the supervision of the Province Manager and with technical guidance from the Monitoring, Evaluation and Learning (MEL) Director, the Information Systems and MEL Coordinator will work closely with the senior technical team, province, and field-based staff to implement the project MEL Plan, ensure the implementation of health information-related activities in districts and municipalities and the development of evidence-based approaches. S/he will also work closely with the Ministry of Social Development, Health Service Directorate, and other government counterparts for management of health information and smooth functioning of the health information system in the province.

Specific responsibilities and tasks include:

  • Provide technical support to MoSD Karnali, including Health Service Directorate Office to establish and/or strengthen data management processes (including periodic reviews, data quality assurance, monitoring and evaluation) and its implementation, evidence generation mechanism, and use of evidence by coordinating with other technical colleagues based in Surkhet.
  • Engage with field-based staff in implementation of technical assistance plans for municipalities and activity’s annual planning and reporting process.
  • Together with other MEL teams, update necessary tools as required and track the field progress and report on required intervals.
  • Keep the project database up-to-date and ensure functionality for end-users, while providing timely orientation to new users.
  • Identify the good practice in health information systems and document the learning from the project implementation for success reporting. 
  • Support in the preparation of periodic progress reports (quarterly, semi-annual, annual) of field activities.
  • Support Province and Municipalities in preparation of program-related data using DHIS2/eLMIS and other relevant information platforms to monitor and analyze G2G-related progress.
  • Support to conduct internal data quality assessments (DQA) for the indicators using USAID standards and use the results to address data quality issues.
  • Contribute to planning and implementing health systems and capacity assessments, studies, reviews,  and/or other data collection efforts as appropriate.
  • Support to promote USAID’s Collaborating, Learning and Adopting (CLA) approach in the project activities. 
  • Provide necessary capacity building support to field-based staff to on data management including HMIS, DHIS2, RDQA and internal monitoring activities. 
  • Participate in data-related technical working group meetings organized by MoSD, Health Service Directorate and other provincial stakeholders to provide technical input and share activity updates. 
  • Work with the SSBH senior management team and technical staff to facilitate documentation and communication activities, including quarterly and annual program reviews, assuring results-oriented, reader-friendly reports.

Skills Prerequisites: 

  • Bachelor’s degree in Public Health and other relevant fields (Master’s preferred)
  • Four to Six years of relevant work experience in M&E, learnings, database management, research in health systems with progressively increasing responsibility
  • At least two years of experience of working in international development projects, preferably in the health sector. Familiarity with Nepal’s health systems after federalization.  Experience with USAID’s health programs in Nepal is highly desirable. 
  • Strong data analysis skills for both qualitative and quantitative data with proven ability to identify and document project activities and achievements, best practices, success stories, and lessons learned. 
  • Desirable skills and experience include Geographic Information Systems (GIS), DHIS2, data visualization, and infographic design preferred.  
  • Strong networking and Computer proficiency (MS Word, MS Excel, Statistical Software) and information systems.
  • Strong interpersonal and communication skills, initiative, and good judgment.
  • Excellent report writing (both English and Nepali), analytical, communication and advocacy skills, including organizing and delivering oral presentation.
  • Ability to travel in remote areas of project districts within short notice.
