SCOPE OF ROLE:
Reports to: Education Cluster Coordinator and SCI Deputy Team Leader - Programme Development & Quality Nepal Earthquake Response

KEY AREAS OF ACCOUNTABILITY :
- Oversee the knowledge and information management and monitoring stream of work as detailed in the current Education Cluster Strategic Plan.
- Strengthen data and information management (IM) within the Education Cluster at all levels. This involves support to maintenance of the established system for tracking data on district clusters; maintenance and further development of IM systems and tools for country-level clusters; and building human resource capacity for IM within the Education Cluster. Specific tasks will include:
- Maintaining and cleaning the Cluster’s Dropbox and OneDrive documents (folder structure, updating documents, etc.)
- Maintaining and updating the Cluster’s contact list
- Collecting 3W data from Cluster members and producing regular 3W analysis products (including maps)
- Supporting collection and analysis of assessment data
- Training partners and government officials on IM tools and processes
- Undertaking missions to support IM at the district level.
- Maintain, develop and sustain mechanisms to systematically share knowledge, information and good practice within the cluster, from sub-national to global level and across stakeholders at all levels. Tasks include facilitating basic information sharing and communication using both social media and other means; designing and guiding peer support mechanisms, particularly for field-based colleagues; and capturing and sharing lessons learned/good practice.
Specific tasks will include:
- Maintaining and updating the Education Cluster webpage on HR.info
- Support the review processes envisaged in the Cluster Strategic Plan, ensuring lessons learnt are captured and reflected in preparedness tools and resources
- Work with the Department of Education to support strengthening of the EMIS system in relation to emergency preparedness and response.
- Support the development and use of monitoring and evaluation frameworks for the Education Cluster at national and district levels.
- Maintain regular links with OCHA and other clusters, particularly through participation in the IASC Needs Assessment Task Force and Information Management Task Force on behalf of the Education Cluster.
- Provide capacity building and mentoring support to National Information Management Assistant.
- Provide technical guidance and support to build the capacity of the Education Cluster at the district and national levels to lead and participate in joint needs assessments. This includes direct support for the implementation of joint education needs assessments at country level, as well as efforts to consolidate and disseminate findings.
- Contribute to other initiatives within the Education Cluster Strategic Plan.

EXPERIENCE AND SKILLS
Essential:
- Bachelor's degree or equivalent in any discipline preferably in Information Technology (IT), Information Management, Management or related Social Science
- Minimum 1 year of relevant working experience
- Strong technical knowledge of excel, database design using normalization techniques, and mapping software knowledge such as QGIS.
- Good communication and interpersonal skills. Must be able to work with many different functions from high level decision makers to technical specialists.
- Knowledge about the humanitarian and development communities, including the IASC cluster approach, NGOs, the UN system, governments, and donors.
- Experience of humanitarian needs assessments, surveys, and monitoring and evaluation processes.
- Knowledge of the Inter-Agency Network for Education in Emergencies (INEE) Minimum Standards for Education: Preparedness,
- Response and Recovery.
- Strong IT skills, including website content management and MS Office applications.
- Demonstrated training/capacity building experience.
- Supervisory and project management skills.
- Excellent English-language written and oral communications skills.
- Exceptional organizational skills.
- Experience or knowledge of working and living in stressful and insecure contexts.
Desire:
- Knowledge of core programming languages such as Java, PHP and VBA programming experience
