The Regional Integrated Multi-Hazard Early Warning System (RIMES) is an intergovernmental institution owned and managed by its member states, for building capacities in the generation and application of user-relevant early warning. RIMES evolved from the efforts of countries in Africa, Asia and the Pacific, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework.

RIMES strives to address gaps in the end-to-end early warning information value chain through technical support, strategic partnership, and capacity building at all levels. RIMES assists its member countries in establishing and maintaining early warning systems within a multi-hazard framework according to their unique needs. It also provides expertise to build regional platforms for data sharing, risk communication, and research efforts from a multi-hazard perspective encompassing climatic, seismic, oceanic and hydro-meteorological domains.

Assignment Title: Individual Consultant – Full Stack Developer – Agriculture DSS - Nepal

The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for South Asia (CARE) Project and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) include an individual consultant – Full Stack Developer – Agriculture DSS - Nepal who is responsible for developing the climate-informed agriculture DSS for the Ministry of Agriculture and Livestock Development in Nepal.

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consultant (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide a CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Knowledge: Bachelor's Degree in Computer Engineering, Computer Science, Management Information Systems, or other related fields

Experience: Minimum experience of 5 years in software development, with demonstrable track record in full system development; Minimum experience of 3 years in developing data analytics/data visualization applications; Demonstrable experience in developing REST APIs and microservices architectures; Demonstrable experience in working with geospatial datasets and timeseries datasets; Demonstrated experience in using Angular and React JS, with strong knowledge of Javascript, HTML, and/or CSS; Having DevOps experience is an advantage.

Skills and abilities: Backend: Preferably Python (Django), Node (Express), or PHP (Laravel), Frontend: Angular/any other framework based on JS; Database: MySQL/PostgreSQL; OS: Linux; Strong skill in integrating into systems visualization/mapping/ML libraries, ETL applications and GIS databases, and cloud deployment requirements; Strong written and verbal command of English.
