Roles and responsibilities of this job

We are seeking a visionary and results-driven Head - Engineering to lead our engineering department and spearhead the development of critical hydropower infrastructure. In this executive role, you will be responsible for the technical excellence, strategic direction, and operational performance of all engineering activities. Your leadership will be instrumental in delivering complex projects that generate clean, renewable energy and promote the sustainable management of water resources, directly contributing to our mission and growth.

Key Responsibilities

Strategic & Departmental Leadership:

Develop and execute the engineering department's strategic roadmap aligned with corporate objectives.
Lead, mentor, and grow a high-performing team of engineers and technical staff; set clear goals, conduct performance reviews, and foster a culture of safety, innovation, and accountability.
Manage the department's budget, resources, and P&L; oversee strategic resource allocation and workforce planning.
Drive the adoption of industry best practices, advanced technologies (e.g., BIM), and continuous improvement initiatives.

Technical Oversight & Project Execution:

Provide ultimate technical authority and approval for all engineering designs, calculations, and methodologies.
Lead the planning, design, and execution of major civil engineering projects from feasibility study through to commissioning.
Ensure all projects adhere to stringent quality standards, local/international codes, safety regulations, and environmental guidelines.
Oversee site investigations, technical due diligence, risk assessments, and the implementation of robust quality control measures.
Review and approve key project documents: engineering drawings, specifications, BOQs, tender documents, and technical audit reports.

Stakeholder & Business Management:

Act as the primary technical representative to senior management, clients, investors, regulatory bodies, and joint-venture partners.
Lead technical negotiations, support bid preparation and client presentations, and secure new business opportunities.
Prepare and present detailed reports, including financial analysis, project status, and strategic recommendations to the executive team and board.

Required Education Level:Under Graduate (Bachelor)

Required Experience:More than 12 years

Other Specification

A Bachelor’s degree in Civil Engineering. A Master’s degree in Civil, Structural, or Hydraulic Engineering is strongly preferred.
Minimum of 12+ years of progressive experience in the design and management of large-scale civil infrastructure projects, with at least 7 years in a senior leadership role within the hydropower, dam engineering.
Proven track record of successfully delivering multi-million projects on time and within budget.

Technical Skills & Knowledge:

Deep expertise in hydropower-specific design: dams, intake structures, penstocks, powerhouse, spillways, and tailraces.
Strong proficiency in hydraulic analysis, structural engineering, and geotechnical engineering principles relevant to water retaining structures.
In-depth knowledge of hydromechanical equipment (turbines, gates, valves).
Expert user of industry-standard software: AutoCAD, Civil 3D, BIM platforms, SAP2000/STAAD.Pro, HEC-RAS (or similar), and MS Project/Primavera P6.
Comprehensive understanding of relevant international standards, safety protocols, and environmental permitting processes.

QYEC China is the holder of qualification certificates of Engineering Survey and Design Certificate - Class A, Engineering Design - Class A, and Engineering Consulting - Class A, which are issued by Chinese government and institute. In the meanwhile, QYEC China is also certified for Power Transmission and Transformation design, Water Resources Argumentation compilation, Water and Soil Conservation compilation, Environmental Impact Assessment compilation, geological hazard reconnaissance, design, risk assessment, etc.

Q.Y.E.C. China believes that hydropower development is a delicately balanced technical art, an optimal balance in technical efficiency, financial return, environmental protection and social well-being. With such belief, QYEC China has provided engineering services for more than a hundred hydropower projects, amounting to a total installed capacity over 10GW in past decades, among which, 40 commissioned and 5 under construction, with a capacity sum of 3.9 GW and 1.3GW respectively.
