Background and Objectives:

Louis Berger Group seeks Government Liaison Officer for a DFID Nepal funded Skills for Employment Programme (SEP) that will work with the Nepalese public and private sector to improve the provision of skills development programmes in Nepal. The programme will enhance the ability of Nepalese workforce to find better jobs domestically and internationally with a focus on the following key sectors: ICT, Tourism, Agriculture, Light Manufacturing and Construction.

The Government Liaison Officer role requires a good knowledge of the Government of Nepal initiatives on skills development and employment including the Prime Minister’s Employment Programme (PMEP) and the Nepalese private sector. The role will include liaising with Government of Nepal, Ministry of Labour, Employment and Social Security (MoLESS), and other public authorities at Federal Level; Chief Minister’s Office, Provincial Planning Commission, Ministry of Social Development (MOSD) and other public authorities at Provincial Level municipalities in province 2 and 5, including the Employment Service Centers being set up by MoLESS across the country.

Key Tasks:

The key responsibilities of the Government Liaison Officer are as follows:

  • Build relationships with key influencers in the Government of Nepal across primary and secondary stakeholders  
  • Positioning Skills for Employment Programme within the different spheres of government working on labor and employment matters
  • Support Government of Nepal’s ambition on skills through technical advice on how to institutionalize real time information on vacancy and skills gaps, formation of public-private sectoral skills committees, etc
  • Technical assistance to the Federal/Provincial/Local governments for fostering public private partnership and integration of skilling and migration of strategy/plan and to deliver on the PPP engagement for PMEP
  • Supporting relevant government entities on a a more active skilling strategy (linked to the taskforce recommendations to new destinations and/or the new corridor of foreign employment)
  • Supporting Government of Nepal to enable information to migrant workers through its information service centres, mandatory financial literacy for migrants prior to departure, remittance investment strategies (defining productive investment, creating the enabling environment for remittance investment)
  • Policy Mapping
  • Review and analyze federal, provincial and local data flow regularly in support with the monitoring, evaluation and learning team to improve liaison with Government on data alignment 
  • Keep abreast of the latest data/developments/schemes, necessary for Government Liaison

Reporting:

  • The Government Liaison Officer will report to the Team Leader and the Deputy Team Leader

Minimum Qualifications

  • Master’s degree in management or related field 
  • A minimum of 15 years’ relevant work experience working on the development of programmes focused on skilling and migration related issues, and with recent experience working with the Government of Nepal on such issues, including the evolving PMEP programme
  • Demonstrated effective interpersonal skills, creative problem-solving, conflict and ethical management skills 
  • Strong analytical and computer skills, especially with accounting software, spreadsheets and financial analysis
  • Good written and oral communication and presentation skills in English and Nepali
