Girls Agency and Child Protection Program Monitoring Evaluation and Research Specialist - 1 Position

Purpose: 

The position holder will lead to ensure an effective MER system is in place for all Girls Agency and Child Protection programs in Plan International Nepal. This will include development and implementation of MER systems, regular collection of monitoring data and its analysis for management information purposes. S/he will provide inputs to Heads of program and project managers in project design to ensure effective application of program learning, as well as to lead on all baselines, midterm and endlines evaluations and research within this thematic area, with technical support from the Research, Evaluation and Knowledge Management Specialist. S/He will also develop capacity of field and partner organisation staff in all MER related tasks, systems and processes.

Term and Location: Fixed term employment for 3 years based in Country Office, Lalitpur

Required Qualifications & Experiences:

  • Master’s degree in management, Social research, development studies or any relevant field
  • At least 5 years of experience working in monitoring, evaluation, research, and accountability in development sector or research setting with special focus to Girls Agency and Protection
  • Excellent spoken and written communication skills in English and Nepali
  • Proven experience in a technical capacity involving design and implementation of evaluations/research or leading evaluation/research teams and drafting technical reports
  • Proven experience in quantitative and qualitative data collection and analysis
  • Experience in conducting interviews with young people, children and communities
  • Strong capacity and creativity in leading and facilitating participatory methodologies to meaningfully engage beneficiaries, including children, and receiving their feedback through approaches such as social audit
  • Experience in capacity development of staff or partners in project monitoring, evaluation or research
  • Experience in program data management, use of data management electronic devices such as tablets is highly desirable

Key Responsibilities:

  • Participate in program development and planning activities including the design of project theory of change and/or logical framework.
  • Compile and provide required data for reporting to donors and for internal requirements
  • Ensure all projects meet Plan International MER standards
  • Ensure that all new Girls Agency and Protection programs have sufficient MER resources included.
  • Design Monitoring and evaluation framework for all projects
  • Ensure that all Girls Agency and Child Protection projects have pre-identified indicators which align with national, international and donor standards
  • Work with the program team to develop data collection tools and ensure monitoring data is collected, consolidated and analyzed according to the MER standard
  • Perform regular field visits to ensure the quality of data collected by program and partner staff and to verify the accuracy of reported data
  • Prepare the report, disseminate and follow up as part of Plan International’s information management system
  • Design and carry out quarterly review and reflection with partner organizations and communities
  • Design, plan and carry out social audit
  • Develop and follow up plan of action based on recommendations from review/reflection and social audit events
  • Support the program team to set up complaints and feedback mechanism for all Girls Agency and Protection projects to respond to the complaints/feedbacks/concern from community and beneficiaries, including analysis of data with management actions identified
  • In collaboration with the Heads of program and the Research Evaluation and Knowledge Management Specialist, define the learning agenda for the Girls Agency and Child Protection programs
  • In collaboration with the Research Evaluation and Knowledge Management Specialist, lead all evaluations and research activities under Girls Agency and Protection
  • Participate in the development of data collection tools and the design of evaluations and research
  • Perform quantitative analysis using appropriate software (i.e. SPSS and/or STATA)
  • Work with program teams to utilize data for quality improvements
  • Document good practices, lessons learned and feedback to influence and guide the design and implementation of our programs
  • Identify the capacity gaps and work with Head of MER and Head of program to build the capacity of the monitoring staff at Field and those of partners to ensure smooth implementation of MER system, participatory monitoring and evaluation, and for improved capacity
  • Support the Head of MER in providing capacity building, training and mentoring in MER to relevant staff in the country office, field offices and partner organizations
