Human & National Development Society (HANDS) Nepal is a social, non-governmental, non-political, non-profit making Sindhuli based and multi-disciplinary organization registered at the District Administration Office (DAO), Sindhuli in 2057 B.S. and affiliated with the Social Welfare Council (SWC), Kathmandu since 2061 B.S. HANDS Nepal was initiated by a group of well -qualified and experienced professionals who have several years’ experiences in the area of natural resources management and integrated community development sectors. It was established with an aim to bring about sustainable development of the rural communities of Nepal through envisioning, implementing and supporting community initiatives to development. It focuses on governance, human/dalit/child rights, women empowerment, Water, Sanitation and Hygiene (WASH), gender and social inclusion, income generation, protection, health, education and sanitation of rural communities. It has been working in Sindhuli, Sindhupalchowk, Dolakha and Udayapur, Makawanpur, Lalitapur, Chitawan, Mahottari, Sarlahi, Dhanusha, Siraha, Rasuwa, Morang districts for strengthening the local governments and empowering the communities by providing knowledge, skills and awareness on education, WASH, health, solid waste management, livelihood, protection, gender, disaster and climate change adaptation in partnership with various international organizations. It has more than 20-year experience in the field of community development and already implemented more than 42 projects in partnerships with various international organizations including Plan International Nepal, TIFA Japan, Heifer International Nepal, World Vision International etc. All these projects have benefitted more than 200,000 populations in project implemented districts.

Project: Girls Standing Strong (GSS) Project in Sindhuli District. 
Education and Experience: Bachelor's Degree in Statistics, sociology, rural development, development studies, gender studies, or other relevant field. S/he has 3 years of working experience in the development section i.e. NGO with 1 year of experience in M&E.
Duty Station: Project field office, Kamalamai municipality with frequent travel to project locations such as Kamalamai and Dudhauli municipality, Marin and Sunkoshi RM. 
Contract type: Annual with the possibility of extension
Working Area: Kamalamai and Dudhauli municipality, Marin and Sunkoshi RM of Sindhuli district

Background:
Human & National Development Society Nepal (HANDS Nepal) is a non-profitable, non-political, and non-religious NGO based in Sindhuli. It has been working with different partners to envision a prosperous and equitable society to make a healthy and happy society in a different location. Now, HANDS Nepal, Sindhuli is working with Plan International Nepal in Sindhuli as an implementing partner of the Girls Standing Strong (GSS) project for three years.

The situation of girls and young women in Nepal has seen significant improvements over the years, yet challenges persist. Nepal has made commendable progress in addressing gender inequality and promoting girls & education, health, and empowerment. However, deep-rooted social norms, poverty, discrimination, and limited access to resources continue to affect the lives of many girls and young women in the country. Despite legal reforms raising the minimum age of marriage to 20 for both women and men, the practice continues, primarily in rural and marginalized communities. Child marriage not only robs girls of their childhood but also perpetuates a cycle of poverty and limited opportunities, as they are often forced to drop out of school and become mothers at a young age. It causes and manifestations to perpetuate child early and forced marriages are multifaceted. Education has been a major focus in Nepal's efforts to empower girls. Efforts have also been made to eradicate gender-based discrimination in schools and provide scholarships and incentives for girls to pursue education. Nonetheless, factors like child marriage, early pregnancy, and household responsibilities often disrupt girls' education, particularly in rural areas. In conjunction with these cause/manifestations are the principles/norms/practices that are embedded in the patriarchal values that bar education for children, especially girls. Child marriage not only robs girls of their childhood but also perpetuates a cycle of poverty and limited opportunities including forced to drop out of school and become mothers at a young age. However, healthcare access and Sexual and reproductive rights are other areas of concern for girls and young women in Nepal. However, challenges like inadequate healthcare facilities and limited access to contraception and sexual education persist, leading to issues such as teenage pregnancies, unsafe abortions, and reproductive health complications. Violence against women, including domestic violence, sexual harassment, and human trafficking, remains a pressing issue in Nepal. Cultural and societal norms still hinder progress. Awareness campaigns and legal reforms have contributed to raising awareness and supporting survivors. However, a comprehensive and sustained approach is necessary to address this issue effectively. In terms of economic empowerment, girls and young women face barriers to accessing decent employment and economic opportunities. Gender disparities in terms of wages, job prospects, and decision-making positions persist.

In this context, The Girls Standing Strong (GSS) project aims to empower girls to stand strongly working through strategic pathways of changing harmful social norms, the establishment of safety nets and resources, and working with the government for effective policies and programs. Using the gender Transformative approach, the project is based on the integrated model of addressing CEFM through the promotion of nurturing environment and protection, access to quality education and life choices (skill), and promoting one’s bodily autonomy. DRR/CC and WASH will remain key cross- cutting initiatives to make the communities prepared and resilient. With this vision, the Girls Standing Strong (GSS) project will address the humanitarian needs within the targeted communities, wards, pikas, and districts.

The purpose of GSS is to facilitate harnessing the aspirations of Children, Adolescents, and Young People (CAY) especially girls and young women whereby they live and lead their life with dignity. The project will directly serve to end child-early and forced marriage. Embedded in gender transformative approaches (GTA) to end CEFM “Time to Act”, the project will adopt multi-disciplinary yet integrated approaches s to end CEFM.

GENERAL RESPONSIBILITIES

Under the overall direction of the Senior Program Coordinator (PC) the GESI, Monitoring and Documentation Officer will ensure the project’s monitoring and knowledge management project along with technical inputs for GEDSI in the project. S/he should prepare and implement a project monitoring plan in close consultation with the SPC, Program Specialist, and MERL team of Plan International Nepal. S/he should ensure project information management and documentation of project knowledge management products, learning, best practices, and challenges along with coping strategies. The GESI, Monitoring and Documentation Officer (GMDO) will provide information on the project timely and accurate for project reporting to the PC.

Other Duties

Implementation and Stakeholder Coordination:

  • With reference to project documents such as the project log frame and project charter, prepare a monitoring plan for the project team.
  • With the support of the MERL team of Plan International Nepal, prepare and monitor quality benchmarks of the project activities.
  • Maintain the project data in Plan collect and other applicable apps and document’s format through regular follow-up and supervision to field supervisor and ensure the quality of the data with the help of SPC and PO
  • Document project learnings and best practices, case stories/ success stories, audio/video of the project achievement, and challenges with coping strategies.
  • Provide technical support and develop detailed Gender Equality, Disability and Social Inclusion (GEDSI) analysis of the project area, synthesize GEDSI mainstreaming plan particularly emphasizing indigenous, vulnerable groups and proposing the plan of intervention based on needs and preferences, and opportunities, and constraints;
  • Provide in-depth analysis of GESI needs, participation, access to resources development, and decision-making powers related to project activities
  • Develop a plan of action based on GEDSI analysis that identifies opportunities and entry points for mainstreaming GEDSI into the project management cycle; 
  • Prepare the detailed plan of action for GEDSI mainstreaming in accordance with the project targets with indicators, and timelines with concrete implementation arrangements;
  • Prepare the detailed project-specific GEDIS Plan and strategies to ensure GEDSI empowerment
  • With the support of SPC and PO of HANDS Nepal PS GESI Specialist of Plan International Nepal, ensure gender transformative marker assessment on a half-yearly basis or as per need.
  • Ensuring continuous communication and sharing project information with the right holders and communities’ representatives regarding the implementation of works in order to ensure flawless progress of activities
  • Liaise with all project staff to ensure that project interventions in timely with concrete project plan and budget as per finalized project documents with ensuring the GESI.

Capacity Development: 

  • Develop the capacity of the project team, right holders, and stakeholders to enhance the understanding of GEDSI concepts among staff and stakeholders.
  • To actively engage in the implementation of the project activities, the beneficiary selection process under the guidance of SPC
  • Support project teams in building their capacity to mainstream GEDSI effectively.

Planning, Supervision, and Monitoring of field activities:

  • Support HANDS Nepal’s board to develop a project monitoring plan and tools
  • Maintain the field level M plan, and indicators, in close coordination with concerned team members, and guidance of the Program Coordinator;
  • Conduct effective monitoring of each activity regularly which ensures meeting the goal and outcome of the project
  • Ensure that all project data and information on physical and financial progress are duly maintained transparently, expediently, and effectively in line with HANDS rules and regulations;
  • Plan, coordinate, and organize regular joint monitoring, review, and reflection meeting. 
  • Plan and lead a social audit, public audit, and public hearing of the project as per guidelines, whichever will be applicable.
  • Ensure the timely implementation of field works as per the predefined schedule.
  • Prepare case studies both positive and negative with a special focus on lesson learning 
  • Document best practices, lessons learned, and success stories related to GEDSI integration.
  • Prepare regular reports and case studies to share the impact of GEDSI initiatives with PC and the Team.
  • Monitor the conformity of the field works (trainings, field visits, meetings, etc) with the standards of the organization, and as per the agreed activity planned and contracts.
  • Prepare monitoring/evaluation tools and indicators to measure the output/outcome of the project
  • To check the quality of project intervention.

Data collection and reporting 

  • Ensure effective communication between the organization or project teams through line manager on any new developments, possible problem or conflict during the activities and important decisions and directives 
  • Maintain project related disaggregated beneficiaries' database for the purpose of organizational level reporting as available application and format
  • Prepare monthly/quarterly/annual progress reports of project.
  • Ensure effective communication between the organization, project teams and report immediately on any new developments, changes, financial aspects and important decisions and directives
  • To conduct frequent field visits, focus group discussions and key informant interviews

Accountability

  • Make sure that field activities are undertaken timely as mentioned in the project document in the assigned project sites.
  • Make sure that records are correctly maintained and that reporting is done on time.
  • Make sure that efficient coordination with all concerned agencies is maintained in the project sites.

Requirement: Knowledge, Skills and Experience
Education: Bachelor's Degree in Statistics, sociology, rural development, development studies, gender studies, or other relevant field.
Experience: S/he has 3 years of working experience in the development section i.e. NGO with 1 year of experience in M&E. 

Competency: 

  • Sound management knowledge and skills of GESI and monitoring and documentation of Projects including project staff mobilization, project planning implementation, and monitoring. 
  • Language: Ability to write clearly and concisely in English and Nepali
  • Communication: Sound communication skills, managing work relationships (internal/external), coordination, and networking. 
  • Has idea to operate KoBo toolbox or other online/offline data collection tools
  • Proven IT skills: Word, Excel, Outlook, PowerPoint, and skill of computer applications/
  • Two wheeler driving license is required.
