Job Description

The post holder is responsible to take lead on Programme activities plan, survey, designing, technical reports, BOQ, drowning, implement, monitor, Supervision and technical support to user’s committee while constructing Livelihood Production Infrastructure Schemes at the host community and Integrated house construction sites. The Officer’s prime responsibilities is to ensuring result oriented quality program delivery for Food Security and Livelihood Programme to host community and displace people settlement sites. The Officer will be highly engaging on livelihood production infrastructure under the Nepal Earthquake Recovery and Reconstruction Project

Key Responsibilities:

  • Overall Responsible to prepare details survey report including location map, cost estimate, QTTY estimate, design of schemes and drawing of schemes,The Officer is major responsibility to selection site, verifications, survey, design, estimates, and implementation of Livelihood Production Infrastructures (irrigation schemes, Agro Products Collection Centres, Livestock or Poultry Shed, Plastic House etc) in technical aspects which come under the Food Security and Livelihood Programme
  • To Carry out of Selection design of construction of most appropriate form of production infrastructure in selected host communities and Integrated house construction site
  • To select, design and implement of the most appropriate form of production infrastructure schemes with the consultation local communities, Rural Municipality and Users committees in the selected host communities and integrated house construction site
  • Feasibility study of identification irrigation scheme with details cost benefit analysis and rehabilitation of irrigation channel in close coordination with Users Committee, Respective RM and District Technical Office

  • Formation users committee, orientation, consultation, mobilization, collection disaggregate data provide training, site selection, verification and getting approval from local authority in coordination with social mobilizers and Food Security and Livelihood Officer
  • To Support Food Security and Livelihood Office for implementation of all Food Security and Livelihood Programme interventions at field level with maintain quality on time
  • Establish a good relationship with other thematic members of the different team to integrate the issues related to Food Security and Livelihood and work closely with other thematic member for integration with other component like WASH, Gender & Protection, MEAL, R&C, Housing and DRR
  • Establish and maintain good coordination with local authorities like rural municipality/ municipality, DCC as well as line agencies like District Technical Office, District Irrigation Office, Cooperatives and Industries Development Section in RM level and District Level DADO, DLSO, DIO, Cottage & Small Industries Office, District Cooperative Division Office and other concerned agencies for advocacy related to Food Security and Livelihood issues
  • Responsible for arrangement of trainings at field level including irrigation channel management committee formation and orientation
  • Technically lead on selection, facilitation and distribution of agro-machinery support as per the community demand
  • Regular visit to producer group, group enterprises and users committee for tracking their progress, identify issues and discuss among team for way out
  • Perform post distribution monitoring activities in coordination with meal team
  • Support Food Security and Livelihood Officer  and Program Coordinator in project planning and implementation as requirements
  • Prepare monthly field plan, leave plan, monthly reporting, data collection and organizing
  • Collect, develop and share success stories to Food Security and Livelihood Officer on regular basis
  • Make arrangement for field visit and verification by Oxfam, Donor, district stakeholders and management
  • Support to line manager for preparing regular programme reports through updating and tracking the regular reports (both narrative and financial)
  • Manage field issues at field level in coordination and guidance of line manager
  • Any other task delegated by Line Manager

Skill and  Competence:

  • BE in civil engineering at least One year of experience in Livelihood Infrastructure & relevant sector. Registration in Nepal Engineering Council (Engineering council license must be required)
  • Prior experience of working in rehabilitation of irrigation channel, collection centre and livestock’s parasites adds value
  • Good social mobilization, motivation and community sensitization skills
  • Strong planning, analytical and strategic thinking skills
  • Good communication, reporting and documentation skills
  • Self-management skills with the ability to manage conflicting priorities
  • Ability to work independently as required
  • Willing to frequently travel on integrated construction site and ability to work under pressure and meet to deadline
