Role Summary:

The Financial Management Specialist will play a key role in ensuring the financial integrity and operational efficiency of the project. Success in this role will be measured by the consultant's ability to establish robust financial management systems, provide comprehensive training and support to the accounting teams, and deliver accurate, timely financial reporting aligned with the requirements of the Government of Nepal and the Asian Development Bank (ADB). This role is integral to achieving the project’s objectives, as it ensures compliance, enhances financial transparency, and supports effective decision-making.

The consultant will be based at PCMU in Kathmandu and conduct regular field trips to project sites in hilly districts, providing hands-on training and guidance to project teams across different regions.

Responsibilities:

  • Install, customize (as necessary), and train accounting staff on a computerized accounting program.
  • Train implementing agencies’ (IAs) finance staff on record-keeping and reporting systems.
  • Conduct field visits to provide on-site training to finance staff in all implementing agencies as required.
  • Prepare a Financial Management Manual based on the Government of Nepal's financial management system and ADB's Loan Disbursement Handbook (2022).
  • Assist PCMU in the disbursement process and financial management.
  • Support the Under Secretary (Account) and procurement specialist in maintaining records of procurement and disbursement data.
  • Facilitate the maintenance of systematic bookkeeping for accounts.
  • Ensure the accuracy and timeliness of financial reporting for ADB loan and grant disbursement.
  • Consolidate annual financial statements from all IAs and prepare unaudited and audited project financial statements, ensuring submission within stipulated timelines.
  • Coordinate closely with relevant offices in Karnali and Sudurpashchim provinces to maintain financial alignment.
  • Provide support in preparing quarterly progress reports and ensure alignment with disbursement targets per quarterly and annual projections.
  • Assist PCMU and PPCMUs in formulating annual budgets and programs.

Education:

  • Master’s degree in accounting, finance, or a related field.

Experience:

  • At least 5 years of experience in the Government of Nepal accounting system.
  • A minimum of 3 years of specific experience working with donor-funded projects, with familiarity in ADB financial management and reporting practices.

Skills:

  • Proficiency in computerized accounting systems.
  • Strong managerial and organizational skills.
  • Excellent verbal and written communication skills in English and Nepali.
