LOCATION: Nepal Country Office, Kathmandu

CONTRACT LENGTH: National Fixed Term

CHILD SAFEGUARDING: Level 1: the post holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore a police check will not be mandatory for this post unless the content of the post changes, in which case the Child Safeguarding level should be reviewed. 


ROLE PURPOSE:

We reach approximately two million population and invest over 30 million US dollars annually to reach more children than ever before, through programmes in Health and Nutrition, Education, Child Rights and Governance and Child Protection, Child Poverty, HIV and AIDS, and Humanitarian.

The Finance Officer will be responsible for ensuring that the fiduciary risks are always at a minimum. S/he will be mainly responsible for the reconciliation of Total Inventory Management (TIM) and Agresso data and other financial analysis (mainly BvA analysis) on monthly basis.


KEY AREAS OF ACCOUNTABILITY:

  • Under the direct supervision of the Grants and Finance Manager - Global Fund, the Finance Officer will be responsible for the following tasks:
  • Verify all bills and invoices including supporting documents against the approved activities and submit for approval.
  • Ensure proper coding and structure in all documents before the financial reports analysis.
  • Maintain & safely keep back up data of finance and finance related documents.
  • Review financial reports and supporting documentation submitted by SRs and ensure that expenditure is in line with the approved budget and work plan. 
  • Review all the transaction in Agresso including the balance sheet data and ensure that all are properly posted and recorded. Provide the review status to the line manager by 10th of each month.
  • Prepare monthly budget vs actual analysis report each month by 10th of Next month and support on donor report.
  • Maintain, track and follow up the staff advances and payables to ensure accuracy and completeness.
  • Provide support to PSM Team for Cost Analysis for all procurement of Goods and Services. 
  • Prepare the reconciliation of Total Inventory Management (TIM) and Agresso, global fund disbursement vs goods receipt, goods receipt vs distributed by 7th of each months with the close coordination with PSM Team.
  • Review the SRs reports and provide the written feedback as per prescribed time frame of SRs agreement.
  • Conduct field visits together with the Programme and M&E team for SRs financial monitoring purposes.
  • Provide the necessary support to internal and external auditors and LFA as per need. 
  • Perform any other Finance and PSM tasks as directed by the Grants and Finance.

QUALIFICATION

  • Bachelor’s degree (Masters or CA/ACCA preferred) in Management or related fields

EXPERIENCE AND SKILLS

  • At least 3 years of accounting/Auditing experience with a reputable organization; preferably with the Government or a Non-Governmental Organization
  • Good judgment in analyzing data and information
  • Knowledge and skills of computerized accounting systems
  • Excellent computer skills in other computer packages such as MS Office Excel, PowerPoint, Word and Access
  • Ability to work under pressure and to meet deadlines
  • Honest and possessing a high level of integrity.
