Job Description

  • Check the bases’accounting and manage base cash According to ACF procedures:
  • Organize and send the timely report to capital  
  • Receive and check the eligibility of invoices submitted for payment (compliance with purchase voucher, required information) 
  • Check accounting document information, including consistency between vouches and cash books, physical counting and balances 
  • Check the bases’ electronic accounting consistency : accounting codes, project codes, budget lines, titles 
  • Check and correct accounting voucher submissions (translation, numbering, layout) 
  • Handle petty cash, close the cash account every month : physical counting, check supporting documents 
  • Prepare the monthly cash forecast and send to the capital
  • Follow up on loans, salary advance and reimbursement of medical expenses, etc.

Enter the bases’ accounting data in the software:

  • Provide the electronic file to the Administrator for importing and checking the bases’ accounting 
  • Check with the HR department that the personnel database is complete and validated.

Take part in the teams’ accounting training:

  • Identify technical problems encountered on the bases 
  • Organize accounting training on the bases if required. 

Following up of Human Resources management:

  • In daily base, implementing and applying the mission's Human Resources policy & procedures at base level & monitoring their application
  • Recording of data relative to variable elements in staff pay, of social benefits & of the hours worked (holidays, overtime…).
  • Monitoring the hours worked, ensuring that guidelines are respected and keeping field Manager, Managers informed
  • Ensure the recruitment of staff in accordance with procedures laid down at mission level
  • Maintain personnel files for all staff at base level, and submit documents to capital as requested

Setting in place and following up collaboration and coordination in financial and human resources with the mission's partners:

  • Implementing and monitoring the modes of finances management in the framework of joint projects
  • Ensuring that the undertakings of ACF and its partners on finances matters are respected
  • Playing a role in consolidating the capacities of partners where a need is identified
  • At base level, taking full advantage of all innovative practices in the management of partnerships

Provide leadership in the area of activity:

  • Support monitoring and analyzing financial and HR indicators in his/her zone
  • Support to Program Leads in the assessment of their needs
  • Help to optimizing the financial and HR response for his/her zone by analyzing indicators, making recommendations and providing information updates
  • Making available all financial and HR information needed for the elaboration of projects, training and monitoring Program Leads
