REUNITING CHILDREN IN FAMILIES

The Himalayan Innovative Society (THIS), established in 2003, is a non-governmental organization working closely with the Nepal Government in the family reintegration of children rescued from vulnerable child care institutions in Nepal. We work in communities to prevent family-child separation through community awareness informing the psychological harms of child institutionalization, educating parents and strengthening gatekeeping system in Nepal.

We have supported over 1000 children directly and indirectly through our various projects since 2003.

We have a transitional care center in Kathmandu, where children rescued by Nepal Government from vulnerable child care institutions are rehabilitated for a temporary period, healed, and prepared for family reunification.

Job Description

Function: Finance and Admin Officer and manage daily operations of the office.
Period of Service: 1 year from point of signing contract.
Operational Link: Executive Director
Status: THIS Employed staff
Hierarchical link: Executive Director

Objective:

  • The main purpose of this position is to take the charge of the finance and administration of the organization. His/her responsibility is to manage and develop a clear, transparent and detailed administrative and financial system, in compliance with organizational rules and regulations and all national laws.

Responsibilities:

  • (R1) Administer and manage the accounting system for all the projects of the organization
  • (R2) Administer human resources for the organization in adherence to confidentiality policy defined THIS ( cf policies and procedures manual)
  • (R3) Liaise on the administration and the finance of the organization with national and international partners and governmental bodies, under direction of Executive Director

Activities related to R1 (Management and Administration):

  • Establish, maintain and coordinate the implementation of the accounting system and the reporting procedures 
  • Recording of all the transactions concerning THIS in Nepal through the account system E-account 
  • Analyze and review budgets and expenditures for local, regional, national, or private funding and grants
  • Analyze revenue and expenditure trends and recommend appropriate budget levels, and ensure expenditure control. 
  • Provide proper and detailed financial reporting on time to the hierarchical link
  • Ensure that all financial laws and procedures are implemented on time on required format
  • Ensure the sufficiency of immediate available funds to cover the activities of the organization.
  • Provide accounting policy orientation to all the staffs
  • Resolve accounting discrepancies
  • Interact with internal and external auditors in completing audits
  • Prepare and review budget, revenue, expense, payroll entries, invoices, and other accounting documents, prepare and present monthly, quarterly, half yearly and annual reports to respective donors and funding partners
  • Prepare profit and loss statements and monthly closing and cost accounting reports

Activities related to R2 (Programs – Service Delivery):

  • Administer all employees’ files following confidential policies (to refer to the policies and procedures manual)
  • Distribute a monthly salary to all the employees under contract with THIS with a payroll according to THIS’ format
  • Assist superiors when requested in the recruitment process and in management of human resources

Activities related to R3 (Programs – Capacity Building and Advocacy):

  • Report to the governmental and administrative offices on time, as requested by Nepalese financial laws
  • Represent THIS as needed at meetings with partners and governmental bodies
  • Any other duties relevant to the post as required by senior staff.

Required competences: 

  • Good communication skill (both written and spoken) in English & Nepali.
  • Strong knowledge of Nepal Accounting Standards.
  • Strong knowledge on financial and internal control system.
  • Good knowledge in computer and professional knowledge of computerized accounting software (E account).
  • Ability to formulate and manage budgets and strong financial analysis and reporting capability.
  • Updated knowledge of taxation laws of Nepal.
