The Public Financial Management Strengthening Project (PFMSP) is seeking to hire a team of two individual consultants, the Lead Expert Consultant with the support from one Expert Consultant to work with the Public Expenditure and Financial Accountability (PEFA) secretariat, Government of Nepal (GON) and the Public Financial Management Strengthening Project (PFMSP) to undertake the PEFA self-assessment by piloting the PEFA self-assessment tool in two federal ministries, prepare the assessment report, and recommend the appropriate modifications for the improvement of the tool. The Expert Consultant will collaborate with and be overseen by a Lead Expert Consultant, with additional oversight and support from PFMSP staff.

The Team for Assignment

This assignment will be carried out by the Lead Expert Consultant with the support from one Expert Consultant.  

The Expert Consultant will coordinate and conduct consultative meetings and collect documents & information.  S/he shall work closely under supervision and direction of the Lead Expert Consultant to carry out the assessment.  The Expert Consultant will coordinate with all stakeholders and be responsible for validating the collected data & information, finalizing the findings, and preparation of report. 

Required Qualifications and Experience of the Consultants

The Expert Consultant should at a minimum have the following qualifications:

  • Master’ Degree in Business Administration or or Management or Economics or Project Management or relevant subject
  • A minimum of 10 years’ professional experience in the PFM or Project Management or related field
  • Good communication skills (oral and written) in Nepali and English languages
  • Good report writing skills
  • Have completed at-least one project study / assessment experience in PFM/PEFA/finance/accounting field will be an added advantage
  • Proficiency in Microsoft Office software (Word, Excel, PowerPoint, etc.)
  • Ability to work in a multi-cultural environment and exhibit good inter-personal skills
