Required Qualifications and Criteria:

  • Masters Degree in Economics, Management or Sociology with at least 7  years of work experience in Economic Development, Poverty Alleviation,  Project Design , Project Monitoring and Project Appraisal, working in partnership, resource mobilization and so forth at managerial positions such as Managing Director, Deputy /Executive Director, Division Chief, Project/Program Director, Under Secretary or higher level  of Government institutions, international organizations and finance institutions.
  • Working tenure will be  maximum 5 years in contract basis.  Retirement age will  be 58 years.

Preferred Knowledge and Skills:

  • S/he should have managerial skills, leadership and management as well as strategic, financial and staff management skills. S/he should have excellent communication, networking and partnership building skills and have proven ability to write documents in a concise and convincing manner. S/he should be able to build consensus amongst diverse views, to operate successfully with a high degree of autonomy and to delegate effectively with ability to participate effectively in fund raising activities and programs.

Duties and Responsibilities:

  • Providing visible executive leadership
  • Execute policies ,directives , decisions of PAF Board and approved Plan/program
  • Creating funding strategies and opportunities to support Poor and poorest groups of Nepal and Formulate long term and short term Plan/Vision, yearly program and budget and submit to the PAF board
  • Creating funding strategies and opportunities to support Poor and poorest groups of Nepal and developing the mid- to long-term funding base, including engaging new potential funders, for example development donors and f and carry out day-to-day administration of the PAF secretariat to obtain and work as per PAF objectives.
  • High-level liaison and representation experience with major national and international stakeholder bodies.
  • Knowledge of relevant intergovernmental partner organizations and processes, including The World Bank and IDA
  • Demonstrated ability to work within a complex, international, interdisciplinary and multicultural environment
  • Prepared Annual /Trimester Report of PAF program and submit to PAF board
  • Carry out appointment, performance evaluation and dismissal of Executive staff.
  • Appoint and dismiss support staff.
  • Make job allocations of the employees and evaluate their performance.
  • Take disciplinary actions against employees for incompetence, negligence, and misappropriation of funds and abuse of power.
  • Arrange Board meeting and prepare minutes.
  • High-level liaison and representation experience with major national and international stakeholder bodies.
  • Demonstrated ability to work within a complex, international, interdisciplinary and multicultural environment
  • Chair the Technical Appraisal Committee.
  • Participate in policy discussion at the Board meeting.
  • Project the demand for funds for Board’s approval.
  • Delegate authority to executive staff according to needs of PO
  • Submit periodic reports to the Board on PAF performance.
  • Coordinate and supervise functional units and hold staff meetings from time to time.
  • Coordinate with government/donor agencies to facilitate PAF supported activities and services.
  • Select Service Agencies and contract out services such as project promotion, training to potential POs, community awareness, field evaluation and monitoring, research and development studies etc.
  • Coordinate with donors and mobilize resources for PAF.
  • Other activities as assigned by the Vice Chairman

Note: If above mentioned position would be vacant within one year, appointment will be given to the first alternative candidate.
