Study on Fiscal Decentralization for Local Service Delivery of WASH with WaterAid 4 March 2021
WaterAid is an international not-for-profit organization, established in 1981, determined to make clean water, decent toilets and good hygiene normal for everyone, everywhere within a generation. We change millions of lives every year, working in 28 countries to provide clean water, decent toilets and good hygiene. WaterAid has been working in Nepal since 1987. Our work in Nepal spans across 9 districts. We team up with local partners, technical experts, governments and communities to support systems for the delivery of integrated WASH services in hard to reach communities, helping to transform lives.
WaterAid is seeking a consultant to support a study on fiscal decentralization for local service delivery of water sanitation and hygiene in Nepal.
Research Objectives
The primary purpose of the study is to generate country-level evidence and collaborations to identify possible improvements for the effectiveness of fiscal decentralization for WASH. The main study objectives are:
- To gain a deeper understanding of fiscal decentralization and how it impacts effective delivery and sustainability of WASH services.
- To perform a deep-dive analysis on financial flows and fiscal decentralization in the WASH sector in 3 municipalities, the factors that impact its effectiveness and how this impacts the delivery and sustainability of WASH services.
- To develop a country-specific and a sector-wide advocacy plan informed by the outcome of the research to address key improvements for more effective service delivery through broader fiscal decentralization efforts in the WASH sector
This national study is part of a global study which WaterAid is progressing on this topic and along with other national studies will use a common methodology to contribute to a global paper and global analysis on the effectiveness and trends of fiscal decentralisation for WASH services. The Consultant will be acknowledged in the global study.
