Safe to Learn Project

Background

VSO has worked in Nepal since 1964, evolving our focus from service delivery in remote districts to our current approach of developing organizational, managerial, and civil society capacities to empower marginalized people and support to address poverty. One of our key strengths is our ability to work at the community level where the needs are the greatest, sharing skills and experience strategically with people and organizations with the potential to effectively contribute to development in Nepal. 

Through volunteering for development approach, VSO envisions a fair world for everyone, our unique mission is to bring people together to address marginalization and poverty. We embrace collaboration by empowering marginalized people to take charge of their own development, enable them to share knowledge and skills to create everlasting change and build partnerships that promote innovation and impact, we promote inclusion in all we do and lastly we are committed to integrating safeguarding, treating others equally whilst ensuring no harm, and zero tolerance to fraud.

VSO Nepal envisions a world where excluded and marginalized people including  people with disability (PWDs),  people living with HIV (PLWHIV), LGBTQI populations, adolescents, youth, prisoners, sex workers and drug users are empowered to exercise their  sexual, reproductive health and rights (SRHR) and enjoy healthier and safer lives. VSO works at the level of individuals, families, communities, services, systems and polices. We aim to achieve behavioral change and build confidence in young people, to create a supportive and enabling family and community environment, to build capacity of service providers working in the health system, and to influence positive policy responses that meet the needs of youth and adolescents through making the service providers more responsible and accountable towards their services and addressing the marginalized community needs through informed decision making process. 

Purpose of the assignment 

The purpose of final evaluation is to assess the progress of the project and capture project achievements, best practises and learning to inform VSO and donor about the overall achievement of the project. Additionally, the evaluation also shed light on some of the major challenges and their mitigations adopted by the project in the process of implementation. The specific objectives of evaluation are:

  • To assess progress and results against the set indicators.
  • To assess how and to what extend girls and boys took part in program activities and how they have benefited from the program in terms of their learning continuity.
  • To explore the promising learning and lessons of the project those could be replicated in upcoming projects and mainstreaming into the government system. How well did the project succeed in creating a positive learning environment in schools for children meeting their learning needs?
  • To assess how CRM supported in creating school as a safe place for learning through addressing children’s safeguarding concerns and issues? 
  • To document success stories how did the self-defense training empower children, contributed in their education, and learning in a safe environment.
