Environmental Compliance Officer (ECO)

Role Purpose

The Environmental Compliance Officer (ECO) ensures that the program is implemented in accordance with project requirements for environmental compliance. S/he will ensure that all necessary environmental safeguards & mitigation efforts are in place prior to the implementation of activities, monitor the application of these safeguards & mitigation efforts during implementation and prepare reports for the project & donor on the application. As part of the MEAL team, s/he will also support the team in other requirements and also coordinate with the Disaster Risk Reduction/Climate Change Adaptation Senior Technical Manager on environmental safeguards & mitigation.

Term and Location: Fixed term position based in Kathmandu with frequent field visits

Required Qualification: Bachelor’s degree in Environmental Science with minimum 3 years experience in environmental compliance monitoring & evaluation and/or research experience preferably with INGOs

Key Areas of Accountability

• Conduct environmental assessment in accordance with 22 CFR 126 ensuring that the project has considered the environmental consequences while implementation. Review of foreseeable effects of the project action to environment
• Prepare environmental mitigation action plan with indicator and periodic assessment of those indicators
• Identify all the necessary environmental safeguards and mitigation action plan in place ensuring that the project activities do not have negative impacts on environment
• Assist the project team to strengthen their capacity to evaluate the potential environmental impacts of the proposed interventions together with Sr. MEAL Manager.
• Develop periodic Environmental Status Report, share with project team, donors and stakeholders
• Regular monitoring of environmental mitigation indicators, analysis and measurement of the changes in environment (qualitative, positive or negative during implementation
• In situation where there needs to procure any kinds of chemicals, insecticide and/or pesticides, the ECO will ensure the environmental risk and hazards, mitigation strategy, authorization and other legal procedures followed
• Provide training to project staff and partners on environmental safeguard, risks and hazards, legal compliance and authorization

Reporting:

• Produce and share quarterly, half yearly and cumulative yearly report on environmental compliance and share with program team through proper channel
• Assist to Sr. MEAL Manager to generate quality report including environmental impact of the project
• Any other tasks given by line manager

• Expertise in databases, MS Office
• Good Interpersonal and Communication skills
• Proficient in report writing and documentation
• Strong facilitating skills and use of Participatory approaches
• Good stress management skills
• Knowledge of local languages will be an added advantage
