REEEP–GREEN is a technical cooperation project agreed between the Government of Nepal (GoN), the Federal Republic of Germany and the European Union. With the support of GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, the project is implemented by the Ministry of Energy, Water Resources and Irrigation. The project sets out to enhance planning and implementation conditions for measures that promote renewable energy and energy efficiency in Nepal. 

The project focuses on five key areas:

  • Strengthening institutional and regulatory frameworks for RE and EE at the national level.
  • Establishing participatory frameworks for RE and EE promotion at the subnational level.
  • Enhancing private sector capacity for RE market development.
  • Advancing climate-friendly technologies for electric mobility and cooking in the Pokhara-Bharatpur-Butwal/Siddharthanagar triangle.
  • Demonstrating the profitability of EE measures in industries and businesses.

Duty Station: Kathmandu, with frequent travel in project locations

Responsibilities:

  • Support to conduct a comprehensive Capacity Needs Assessment (CNA) to support AEPC’s evolving role.
  • Support to design and implement targeted capacity development initiatives (e.g., trainings, workshops, mentoring, knowledge exchanges) informed by the CNA and O&M survey to strengthen technical, managerial, and institutional capacities of AEPC.
  • Support in the drafting of Long-Term Energy Plan (LTEP).
  • Undertake a detailed Capacity Needs Assessment (CNA) of first-line technicians from NEA distribution offices and Community Rural Electric Entities (CREEs) in the Pokhara-Bharatpur-Butwal (PBB) triangle, focusing on practical competencies in O&M, safety protocols, grid modernization, etc.
  • Prepare a Capacity Development Plan based on CNA findings, outlining targeted training modules, delivery mechanisms (on-site, mobile, hybrid), and timelines for technicians from NEA and CREEs.
  • Design and develop standardized training curricula and training materials (manuals, digital tools, practical modules) aligned with NEA/CREE needs, national standards, and international best practices.
  • Conduct targeted training and provide technical support for asset and facilities management in NEA Distribution Centers across the three provincial offices (Bagmati, Gandaki and Lumbini), focusing on digital tools, asset tracking, and maintenance planning.
  • Extract project information/data and share with M&E for programme performance assessment.
  • Co-ordinate and mobilise relevant experts from programme, NEA, AEPC and other stakeholders to provide specific technical assistance and capacity development inputs.
  • Support to ensure that the gender mainstreaming and women’s economic empowerment initiatives are adequately covered in the activities.
  • Contribute to programme planning, implementation, monitoring and evaluation with specific inputs on work related with NEA. This will include preparation of detailed reports including quarterly and annual reports.
  • Regularly analyse data and information, programme contributions and produce evidence-based papers.
  • Support the monitoring and evaluation of project activities.

Required qualifications and experience:

Educational Qualifications:

  • Bachelor’s degree in engineering, Management, Sociology (Masters preferred).

Professional Experience:

  • 5 years of progressive and relevant experience in the energy sector, with a strong focus on sustainable energy and development
  • Proven track record of working collaboratively with NEA, AEPC, private sector.
  • In-depth knowledge of Nepal’s energy sector landscape, including energy policies, strategic plans,and institutional frameworks.
  • Demonstrated expertise in promoting sustainable RE and EE solutions and capacity building activities will be considered an asset.
  • Sound knowledge of project management methodologies, with relevant certifications will be considered an asset.

Skills and Competencies:

  • Strong networking, stakeholder engagement, and communication skills, with the ability to foster and sustain partnerships across public and private sectors.
  • Excellent project management skills, including planning, execution, monitoring, and evaluation of energy projects
  • In-depth knowledge of renewable energy technologies, energy policies.

Language Proficiency:

  • Fluent in English with strong proficiency in business and professional communication.

Other knowledge, additional competences:

  • Strong ability to successfully navigate and operate effectively in a politically sensitive environment.
  • Excellent interpersonal and communication skills, with the ability to build relationships and effectively engage stakeholders.
  • A well-established network within public and private sector organizations in the energy sector.
  • Experience working within multi-disciplinary teams in diverse, multicultural environments.
  • Strong coordination and collaboration skills with multiple partner organizations, ensuring alignment and effective project execution.
