Electoral Analyst Assistant

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites applications from suitable candidates to work with Renewable Energy and Energy Efficiency Programme (REEEP)- Green Recovery and Empowerment with Energy in Nepal GREEN. REEEP-GREEN is a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. With support of GIZ on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by the European Union, REEEP-GREEN is executed by the Ministry of Energy, Water Resources and Irrigation and sets out to improve the preconditions for planning and implementation of measures for the promotion of renewable energies and the efficient use of energy in Nepal. The main objective of REEEP-GREEN is to create the regulatory, institutional, and private-sector conditions for disseminating renewable energy and improving energy efficiency in Nepal. REEEP-GREEN uses a multi-level approach consisting of five output areas: Output 1: Policy- Institutional and Regulatory Framework for Renewable Energy (RE) and Energy Efficiency (EE) at National Level; Output 2: Institutional Frameworks for RE and EE at Subnational Levels; Output 3: Sustainable Market Development for RE; Output 4: Dissemination of Results in the field of RE and EE; and Output 5: Energy Efficiency in Industries and Enterprises.

Qualifications and Skills

  • Possesses a university degree in law or political science and relevant work experience for the position.

General Functions

Under the direct supervision of the Election Analyst, the incumbent will assist with the following tasks:

  • Assist in assessing implementation of the national election legislation, at the level of the national election commission and other governmental bodies responsible for administering elections, concerning, in particular, the delimitation of constituencies, the voter registration, the political party registration, the candidate registration, and the polling, counting and tabulation of votes
  • Assist in assessing the performance of the election administration and other governmental bodies responsible for administering elections concerning technical preparations for the election
  • Assist in observing sessions of the election administration, following the issues on its agenda, and providing the Mission with information about the meetings and complaints brought to the election administration
  • Assist in assessing the performance of the election administration, the extent of its effectiveness, independence, impartiality and transparent operation, and the degree to which it has the confidence of election stakeholders
  • Assist in assessing the election administration’s capacity, in relation to voter education initiatives, training of election officials, material production and distribution
  • Assist in meeting with election analysts from NGOs (domestic and international) involved in the elections process. Liaise with domestic observers groups
  • Assist in preparing Observer report forms, ensuring that the information gathered can be processed effectively
  • Assist in contributing to the preparation of weekly reports, the preliminary statement and the final report
  • Perform any other duty required for the good functioning of the Mission

NOTE:

  • All positions are open to men and women with no discrimination
  • For all positions, a good linguistic competence (spoken and written) in both English and Nepali is mandatory
  • All candidates must have sufficient computer skills to operate with electronic mail, word processing, public presentation and spreadsheet software
  • Flexibility required. Work is expected on occasions both in the evenings and weekends or even public holidays
  • Place of work is Kathmandu
