Job Description

Reports to: Program Coordinator/Executive Director

Job Purpose: To enable CARDSN to respond quickly to the EFSVL  requirements of recovery period. The work may involve, in an immediate emergency stage, the assessment of the situation and in later stages the implementation of public health measures required to alleviate the plight of the people affected by the emergency.

  • Provides technical input to and assist in all stages (identification, assessment, analysis, design, planning, implementation, monitoring & evaluation) in line with internal standards and good practice.
  • Produce regular reports to the Program Coordinator on food security, livelihoods and activities.
  • Ensure effective communication systems are maintained between the food security/livelihoods team and other units within the programme.
  • Ensure coordination and avoiding duplication with other EFSVL actors present in the area.
  • To provide support and work with OXFAM staff in implementing EFSVL activities.  Work with Partners to ensure that programme is implemented in line with Oxfam policy and agreed standards (as per approved project plans).  
  • To build the capacity of Partner staff and community livelihood committees to implement the EFSVL programme through training workshops, on-the-job training, coaching and mentoring.  Areas of focus are likely to include holding community meetings, social mobilisation, price surveillance monitoring, and other processes.
  • To work with the OXFAM staff to ensure that process guidelines and systems is used.
  • Together with other programs to ensure the programmes are appropriately integrated.
  • Represent CARDSN  at certain meetings involving local government and sector ministries, when required.
  • To work with OXFAM  to ensure that reporting is completed in a timely manner and that reports are of high quality and ensure proper documentation.
  • To encourage mainstreaming of gender, protection and DRR into livelihoods recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/ awareness raising activities and incorporating gender data in program monitoring and design.
  • Capacity building and technical support to the EFSVL team.
  • Support MEAL, collection of data and capturing best practices, success stories and learning.

Skills and Competence:

  • Bachelor  degree or equivalent in a relevant discipline (preferably agriculture)
  • At least two  or more years of experience in appropriate community mobilization, livelihoods, cash programming, market development in early recovery and other developmental programmes.
  • Demonstrable experience of implementing cash transfer programmes, market driven approach.
  • Emergency experience essential, ideally with an NGO, with proven application at field level
  • Proven and diverse experience of design and implementation of food security, livelihood and market support interventions in humanitarian or developmental contexts.
  • An understanding of and commitment to linking humanitarian programme design with longer-term community-based institution building and livelihoods approaches
  • Excellent analytical skills demonstrated through proven experience in establishing relevant project monitoring systems, assessment design and proposal development
  • Demonstrated experience of integrating gender and diversity into recovery programmes.
  • Proven ability to analyse complex humanitarian contexts, monitor change and translate into appropriate strategic planning and advocacy.
  • Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills
  • Proven experience in networking, influencing and negotiation skills
  • Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact,
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situation
  • Knowledge on finance and budget management
  • Good written and spoken English essential and Fluency in spoken and written local  language
  • Commitment to the aims and objectives of CARDSN
