The Sakchyam Access to Finance Programme (Sakchyam) is an initiative funded by UKaid as part of an agreement between the Governments of Nepal and the UK. It is implemented by Louis Berger for the Department for International Development (DFID Nepal) in partnership with local and international institutions. Sakchyam is working with the public and private sectors to leverage access and facilitate financial sector development in Nepal for small and medium enterprises (SMEs) and for the underserved.

As part of its ongoing initiatives, Sakchyam is preparing to work with the National Reconstruction Authority (NRA) and the Nepalese financial sector to facilitate home loans to earthquake victims as outlined in the Government of Nepal’s ‘Unified Working Procedure for Interest Subsidy on Concessional Loans 2075’. A pilot is now being designed with dedicated resources at select local units to coordinate among potential customers, financial institutions, NRA, local government bodies and other stakeholders.

To contribute to the successful implementation this pilot, Sakchyam is looking to fill the following positions.

District Level Coordinator - Housing Reconstruction Project

Duty Station: Gorkha & Dhading districts with field visits to project areas

The District Level Coordinators will support the Component Lead in coordinating and managing activities in the assigned districts. They will be responsible for mobilizing, coordinating and monitoring the activities of the Local Level Coordinators of the assigned districts. District Level Coordinators will be assigned to one particular district each and will, preferably be a resident of the same district.

Key Responsibilities:

Lead/ ensure that the programme activities are being effectively implemented at the district level as per the project detailed implementation plan
Support to create an enabling environment at district for smooth and effective delivery of the project
Support for result based planning, activity implementation and monitoring of the district level activities
Support to develop district level detail implementation plan (DIP), detail implementation guideline and ensure activities are smoothly delivered as per the plan
Abide by the principles of good governance, multi-stakeholder approach, disadvantaged group targeting, aid effectiveness, social inclusion and gender equality in programme cycle management
Coordinate with local government, line agencies, civil society and other stakeholders as appropriate for effective delivery of the programme, synergy creation and leveraging additional funds for project
Ensure timely generation and submission of reports at local unit level and consolidated report at district level

Reporting:

The District Level Coordinators will report to the Component Lead: Housing Reconstruction Project.

Minimum Qualifications and Experiences:

Knowledge of banking and financial sector of Nepal
Experience in managing a team and able to get the things done in a timely manner
Skills to coordinate with different types of stakeholders
Skills to write reports in English and make effective presentations
Working experience of a minimum of 3 years in financial/Development sector
Working experience with International Development Partner/ Donor/ Development Project shall be an added advantage
Masters’ Degree in Economics/ Management/ Rural Development
