Job Description

Work Purpose:

  • Provide Leadership in design and implementation of monitoring and evaluation systems and tools for the WV Nepal Earthquake Response.
  • He/she supports the Programme Manager to ensure that relevant qualitative and quantitative data required for regular monitoring and for grant funded as well as other reporting is documented and stored in an appropriate form.

Job Responsibilities:

  • Oversee monitoring and evaluation activities including the context analysis, impact evaluation, qualitative and quantitative analysis of program activities, output, outcomes and impact
  • Provide leadership in conducting assessments, ongoing program monitoring and reporting; provide capacity building to local staffs in M&E systems
  • Participate in preparation of periodical internal and external reports to ensure they are in line with program implementation plan and objectives
  • Provide leadership for technical (smartphone) data collection and management systems
  • Foster participatory planning and monitoring of program activities by training and involving community members, partners and other primary groups in M&E activities
  • Work with accountability to ensure training For Community Help Desk Committee (CHD) members to assist in monitoring of program performance within target communities
  • If required, participate and provide technical support in recruitment of  programs M&E staff
  • Develop monitoring plans to be reviewed regularly to ensure both WV and partners are implementing program activities according to the programme logframe, design and other donor requirements
  • Coordinate, consolidate and document lessons learnt and best practices within the program and share information with relevant stakeholders
  • Participate in coordination meetings and other information sharing for and as requested by program manager
  • Facilitate and ensure timely dissemination and feedback of available data to appropriate users including communities
  • Together with the sector specialists coordinate periodic reviews of data for accuracy and use for action

Minimum education and qualification required:

  • Master’s Degree in Social Sciences, International Development, International Relations or related field
  • Demonstrated ability in the use of quantitative and qualitative data collection methods, including survey techniques and participatory approaches
  • Minimum of five years’ experience in relief and development work and three years’ experience in assessment design and/ or monitoring and evaluation work for humanitarian relief operation
  • Self-starter who can work independently under pressure
  • Familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do Not Harm, People in Aid Code of Good Practice
  • Ability to work in and contribute to team building environment
  • Cross-cultural sensitivity, flexible world view and emotional maturity
  • Excellent written and oral communication skills
  • Demonstrated proficiency in computer applications including use of Microsoft Office Suite
  • Have positive learning attitude and concern for the poor and vulnerable people
  • Have high level of integrity and honesty, self-motivated, confident, and independent
