RECOFTC Nepal is inviting candidates to apply for the position of Administration and Finance Officer. The successful applicant will be based in Kathmandu, Nepal. The contract duration is for 12 months with a possibility of extension subject to funding and satisfactory performance. The position is for Nepalese nationals only.

The Deputy Managing Director will have the following essential qualifications and experience:

Essential

  • Master’s degree or equivalent in forestry or natural resource management
  • At least 10 years of experience in managing program and project portfolio and fund raising in natural resource management sector, preferably on forestry and climate change
  • Good understanding on forest and climate change related policies and practices in Nepal
  • Strong understanding of forestry and climate change context and priorities in Nepal
  • Experience on landscape level management including technical as well as social aspect of forest management 
  • Strong experience in managing international donor-funded program and projects related to forestry and climate change
  • Strong leadership, mentoring and networking abilities
  • Strong organization, management and problem solving skills
  • Demonstrate proposal and report writing ability
  • Experience in forestry and natural resources capacity building and/or participatory training and curriculum development
  • Fluent written and spoken English and Nepali
  • Willingness to travel frequently to field sites, and occasionally to RECOFTC’s main office in Thailand
  • Nepali nationality only

Job Description

The Deputy Managing Director is a member of the RECOFTC Nepal team and reports to the Managing Director of RECOFTC Nepal. The Deputy Managing Director implements RECOFTC Nepal’s program in alignment with RECOFTC’s strategic plan, and supports administration, management, communication and other program development activities of RECOFTC Nepal. The Deputy Managing Director also coordinates and supports capacity development activities of different projects under RECOFTC Nepal, and supervises monitoring, evaluation, learning and reporting of the program and project activities.

Specific Tasks and Duties Include:
Program development and project implementation

  • Work together with the Managing Director and other team members to build the program portfolio and lead the implementation of RECOFTC Nepal
  • Lead the development and implementation of annual work plan for RECOFTC Nepal in close consultation with managing Director and other team members of RECOFTC Nepal
  • Prepare monthly, quarterly, bi-annual and annual progress reports of the program and project implementation to donors and government as required
  • Coordinate with key stakeholders at local, national and international levels for the development of community forestry in the country and associated program goals
  • Provide technical inputs to communication products, tools and channels, produced by RECOFTC Nepal, including report writing, communications with donors and partners, and translation of communication products, including videos, in national language and in English

Capacity Building and Learning

  • Support the development of training curricula and training materials for various projects implemented by RECOFTC Nepal
  • Deliver training programs at sub-national and national levels depending upon the requirements of the projects and program of RECOFTC Nepal 
  • Supervise learning networks and study tour program
  • Facilitate awareness raising and public events organized and or collaborated by RECOFTC Nepal
  • Provide hands-on technical support to ongoing projects and programs

Business Development and Networking

  • Explore and provide business intelligence to generate financial resources for RECOFTC Nepal, and work closely with Business Development Officer, and relevant staff in other units of RECOFTC main office in Thailand to develop and diversify the project portfolio and contribute to ensure financial sustainability of RECOFTC Nepal
  • Represent RECOFTC at the highest levels with donors, partners and relevant stakeholders at multilateral and bilateral meetings, conferences and donor events within and outside the country
  • Work with communication team to develop corporate communication and advocacy strategy for RECOFTC Nepal, communicate RECOFTC’s achievements to donors and act as a spokesperson at regional and national events

Monitoring and Evaluation

Work closely with the focal person of Monitoring, Evaluation and Learning (MEL) at RECOFTC Nepal and MEL, Senior Program Officer at the RECOFTC main office to coordinate and supervise data inputs from various project activities in Nepal and generate evidences for reporting on program outputs and outcomes

Governance of Country Office

  • In close collaboration with the Managing Director, ensure compliance with the RECOFTC Nepal’s policies and procedures for program and project operations and implementation
  • Ensure transparency in all financial transactions related with project and program activities
  • Supervise timely update of financial expenditure records into the RECOFTC Nepalsystems from country program and project activities

Human Resource Development and Management

  • Manage program and project staff, including oversight of program administration and human resources
  • Develop job description for and facilitate recruitment of program and project staff and interns, as per the need as well undertaking regular performance appraisal according to RECOFTC Nepal’s policy
  • Create atmosphere for organizational learning, provide coaching and result-oriented leadership to the country program staff and interns
  • Perform other tasks as assigned by the Managing Director, RECOFTC Nepal
