A US-based global engineering & construction company is looking for a suitable candidate to take the position of Deputy Construction Quality Assurance Manager (DCQAM) for USAID’s Nepal Reconstruction Engineering Services (NRES) Project. The DCQAM is responsible for managing and performing daily quality assuranceQA responsibilities of the USAID- funded NCRP IDIQ Task Orders to ensure the projects are executed in accordance with the approved Construction Quality Assurance Plan. Key Duties and Responsibilities:
Assist the CQAM in overall administration and supervision of construction activities
Provide Quality Assurance (QA), monitoring and evaluation services as directed by the CQAM
Perform review of construction contractors’ daily, and weekly quality control and safety reports to assure that the quality control operations are adequately documented (including such activities as level of inspections, inspection results, testing procedures and results, deficiency correction, etc.) and that the work is being performed in a safe manner and provide findings for appropriate actions
Provide quality assurance inspections and surveillance of construction contractors’ quality control and safety programs and provide findings for appropriate action in order to ensure compliance with their contract requirements
Oversee construction inspections to verify that materials and workmanship conform to drawings, specifications and contractual requirements and provide findings.
Develop and implement performance monitoring tools
Review all submittals and requests for information RFIs and provide technical inputs when necessary
Assist Construction QA Manager in issuing and closing Non-conformance Reports (NCR)
Oversee, or assure the oversight of, field testing, sampling, and laboratory testing by the construction contractors on an as-needed basis
Work closely with Community Liaison Specialist and Social Mobilizers to resolve social issues during construction and to keep local stakeholders informed
Minimum Qualifications and Experiences:
Minimum bachelor’s degree in civil engineering, architecture, construction management or other relevant degree with commensurate professional experience
Minimum 10 years of relevant professional experience
Extensive working experience in the quality assurance and construction management of building construction and similar projects
Experience in managing multiple teams and staff members working in remote locations
Experience in implementing construction of vertical structures funded by USAID or other international donors
Experience in Quality Control and Quality Assurance functions on construction projects
Experience in the use of technology (applications), other computer software such as MS Office and AutoCAD will be an added advantage functions on construction projects
Fluency in both written and spoken English and Nepali is required
