Job Description

ACTED, an international, non-profit development and humanitarian organization working in 35 countries worldwide, is seeking to fill a Database Officer / Coordinator position in Kathmandu.
Under the supervision of the ACTED Country Director, the Country AMEU Officer / Manager and GIS Manager the DATABASE Officer is responsible for the processes and outputs related to database and GIS in country. S/he will be responsible for supporting the development and maintenance of a country/region database for the consolidation of all assessment-related and GIS data in country/region. S/he will manage the rapid production of static maps on targeted crisis and issues as well as providing required inputs for the development of mapping solutions.

The DATABASE Officer will also be in charge of project-level database creation and information management mechanisms. S/he will also ensure regular communication with the line managers, backstopping, technical support and interactions for reporting and data management with key partners.
The DATABASE Officer will coordinate the DATABASE and GIS data collection teams, including Data Entry Officers and Assistants and will support and assist AME Officers in developing and maintaining database(s), consolidating data collected from all partner(s) activities within the country/region and will cross check the accuracy and quality of data collected.

WORKING RELATIONS

Internal Relations:

  • ACTED Country Director
  • ACTED AMEU/GIS teams
  • Other ACTED Departments (Programme, Project Development, Logistics, Finance and HR)
  • External Relations:
  • National and international partners, notably IM focal points in NGOs/UN agencies/clusters.

Responsibilities:

Under the supervision of the Country AMEU Officer/ Manager, the DB Officershall carry out the following duties:

Database Management and support to ICT Management Systems and strategies

  • Under the supervision of the Country AMEU Officer / Manager, the DATABASE Officer will create all project-related databases and create relevant pivot tables.
  • S/he will train and support AME Officers in developing databases and raw data analysis.
  • S/he will manage the maintenance of database(s) for the consolidation of all assessment-related and GIS data in country.
  • S/he will ensure the capitalization of tools and procedure related to mapping and databases.
  • S/he will deploy questionnaires into ODK phones as per requirements from Country AMEU Officer / Manager.
  • S/he will support the assessment team in the collection and management of spatial/non-spatial datasets through ODK, verification and update of the collected data.
  • S/he will monitor the accuracy of collected data by proceeding to careful data cleaning.

Technical Support

  • The DB Officer will contribute towards the identification and implementation of effective and adapted technical solutions and partnerships.
  • S/he will provide technical backstopping of database to GIS/DB/AMEU team and provide capacity-building to GIS/DB/AMEU team related to database maintenance and advanced techniques.
  • S/he will assist in changing hardware electronic components (disks, memories, network wiring, power sources, etc.) and in proceeding to routine repairs.
  • S/he will support ACTED staff in backing up and restoring their files, as well as in virus detection, removal and prevention.

GIS activities

  • The DB Officer will streamline processing of raw data to mapped end products.
  • At the field level, s/he/will supportthe development of interactive mapping tool and other program products regarding GIS. By doing so, he/she will participate in continued development of interactive based mapping tools at the field level and ensure the update process from the field to interactive publishing is organized and well documented.

External Relations

  • Upon approval of ACTED Country Director and Country AMEU Officer / Manager, the DB Officer will respond to information requests from ACTED and its partnersin country related to MIS data and mapping as well as solicit information from partner organizations to be incorporated into database.
  • In order to support the development of joint database tools and processes with ACTED partners in country, the DB Officer will maintain regular interactions and reporting with key IM partners including cluster lead agencies, UN agencies, NGOs and technical partners.

Internal Communication Processes

  • The DB Officer will liaise with all country, area and sub offices to guarantee a quality product that suits the needs of the field office.

Confidentiality and Data Protection

  • The DB Officer will maintain the strictest confidentiality of data and processes.
  • He/she will actively take measures to prevent the unauthorized sharing of information and data.

Qualification and Experioence:

  • Experience in DATABASE, GIS, preferably in humanitarian context;
  • Good experience in database and general computer software (such as SQL Server, MySQL and Access);
  • Have a good command on ODK for field level data collection by using smart devices
  • Previous experience with industry standard mapping tools, especially ESRI products;
  • Knowledge of analytical software (SPSS, Stata, Tableau, etc) a must;
  • Ability to develop systems for structuring, codifying and providing access to information
  • Good organizational, communication and interpersonal skills;
  • Ability to think creatively in terms of tool and process development;
  • Ability to review a variety of data, identify and adjust discrepancies;
  • Ability to operate in a cross-cultural environment;
  • Flexibility and adaptability to ever-changing needs and responsibilities;
  • Ability to work independently;
  • Ability to perform work of confidential nature and handle a large volume of work;
  • Familiarity with the aid system, and understanding of donor and governmental requirements an asset;
  • Fluency in English required.
