In response to the devastating earthquake of 25th April, 2015, Community and Rural Development Society Nepal (CARDSN), Sahayata Samajik Sanstha (SSS) and The Kakani Centre for Development of Community (KCDC) in partnership with Oxfam started response in Nuwakot district. Now, the activities in Nuwakot are in the Year III with the main objective of Recovery and reconstruction of earthquake affected communities.

Thus, Gender Equality is a core value of Oxfam and its partners and views all forms of access on resources, access to decision power, violence against women/girls, including child early and forced marriage (CEFM), domestic violence, trafficking, sexual assault and harassment, a major obstacle to women’s and girls’ development, and one of the most widespread barriers to end poverty and discrimination.

CARDSN, KCDC and SSS with partnership with Oxfam is seeking a qualified freelancer or consultancy firm to carry out Gender analysis for finding out the recommendation for Gender mainstreaming into the Nepal Earthquake Recovery and Reconstruction programs.

Job Location: Nuwakot and Working VDCs.

Reports to: This work is to be delivered to KCDC, SSS, CARDSN and OXFAM and overseen by the PCs and thematic leads of OXFAM. Scope outputs will be signed off by EDs in order to ensure full delivery and timeliness.

Job Purpose: The specific purpose of the Gender Analysis is to assess and identify the possible recommendation for appropriate gender responsive activities and ascertaining the gaps and way forward for mainstreaming gender and protection under Resilient Livelihoods, Water Sanitation and Hygiene (WaSH), Housing/Shelter, Disaster Risk Reduction (DRR).

Although, the program activities are developed to implement in the field levels with an aim to help the most poor, vulnerable and marginalized men and women, it is still a challenge that every activity reaches the target group. Thus, the analysis is necessary to finding out the most appropriate gaps, way forward and methodology for mainstreaming the gender equality in every output of the respective programs.

Objectives of the assignmen:

  • To implement the field level assessment to finding out gaps and recommendation of current programs of CARDSN, KCDC, SSS with partnership of Oxfam.
  • To carry out the gender analysis of Resilient Livelihood, WASH and Housing in the respective working VDC of Nuwakot.
  • To discuss with relevant stakeholders to assess the gaps and recommendation of the programs.
  • To indentify gaps, appropriate recommendation, way forward and approaches in effective, significant and better gender mainstream in Resilient Livelihood, WASH and Housing Programme.
  • Scope of Services, Tasks and Activities to be Completed
  • As analysis report will have been in place incorporating appropriate recommendation, gaps and way forward for significant and better gender mainstream programme.
  • Prepare Checklist, questionnaire for FGD and KII separately as programme wise.
  • Lead field-level assessments of identified wards of Rural Municipality in Nuwakot.
  • Gather information from the selected communities on  output wise programme of  WASH, Resilient Livelihood and Housing
  • Identification of gender responsive activities and activities with gaps on mainstreaming gender.
  • Must consider convergence and geography to have greatest impact and excellent Value for Money, whilst reaching the poorest and most marginalised in communities. This will include identifying and looking at work in more concentrated areas to attain greater efficiencies and impact in programming, monitoring and verification.
  • Must strongly consider gender and the experience of marginalised girls and women in all analysis and review work, in liaison with Partners (SSS, KCDC and CARDSN) and the Oxfam Nuwakot team’s colleagues working on gender & protection.
  • Technical analysis of what has worked and why in relation to gender responsive activities.
  • Develop strategy to fill up the gaps to mainstream gender and document the best activities that are gender responsive.
  • Expected Deliverables
  • Assessment and detailed context analysis report of gender analysis, broken down by (20-40 pages).
  • Output wise appropriate recommendation, gaps and way forward will be in place for effective gender mainstreaming of WASH, Livelihood and Housing.
  • Explore the gender mainstreaming opportunities in programme Output wise for significant changes in Gender mainstreaming.
  • Recommendations and better options of programmatic aspects on more gender friendly and responsive activities.
  • Outline effective & significant way forward to better gender mainstreaming in resilient livelihood, WASH and Housing in every output wise.

Skills and Competencies:

  • The consultant firm or freelancer should have more than five years experience in relevant areas.
  • Facilitator of the consultant/freelancer with more than five years experience in development projects with minimum of Master degree in any discipline.
  • Knowledge of and experienced in project cycle management and well versed in logical frameworks;
  • Excellent analytical skills and prior experience of both quantitative and qualitative data analyses;
  • Experience in using statistical package such as SPSS/STATA;
  • Good writing skills and the ability to explain technical terms in a non-technical language;
  • Previous exposure to gender related projects, qualitative and quantitative data analysis and M&E assignments.
  • Fluency in English and working knowledge of the language of the duty station.
