Job Description

Name of the project: Strengthening Inclusive Education System and Services in Nepal (Inclusive education)

Title of action:
Consultancy service for conducting training for the Itinerant Teachers (IT) based on the developed/adapted manual.

Scope of Work

Based on the background mentioned above, the consultant will be recruited who will be responsible for providing 1 months of training to the itinerant teachers who have been appointed under DID inclusive education project in Chitwan. The consultant can propose additional consultant for conducting the training depending on the content. Prior to the signing of the agreement, detailed documents will be provided to the consultant or the team.

1. Training consultant will develop training packages that includes major following content 

  • Braille and Sign language 
  • Education plan and policies/, Disability Right Act  
  • Inclusive education and Disability 
  • Individualized education plan 
  • Basic Mobility orientation 
  • Activities of daily life skills
  • Collaboration and daily life skills 
  • Stress management skills 
  • Assistive device for children with disabilities and their use
  • Basic psychosocial counselling
  • Behavior management and structure teaching

2. Prepare and share the draft training packages for feedback and review to the project team.

3. Conduct meeting with project team for more consultation and finalization of training packages.

4. Training facilitation of 30 working days including practical session.

Services to provide 

  • The consultant/firm shall be recruited on a daily basis for maximum of 34 days i.e., 4 days for adaptation of the manual and   30 days of training. The assignment is expected to start by the 7days of upon signing of the contract between the consultant/firm and ACCS and will finish by the 40 days.

The consultant is responsible to the following:

  • Adopt key contents of the training and finalize in consultation with Handicap International.
  • Develop hands-out of the key interventions to share to the participants
  • Develop reading skill-based learning materials based on the con
  • Develop the training package based on SoW and submit to ACCS for review.
  • Deliver training to the itinerant teachers as per the developed IE itinerant training packages 
  • Prepare training completion report and share to ACCS Bharatpur.

Experience and skill required

  • Team compositions should be consisting thematic experts in disability and inclusion, inclusive education, home schooling, IEP, psycho-social counseling, advocacy skills, documentation, and reporting, NSL, Braille script etc. (CVs to be submitted)
  • Inclusive Education expert should have minimum bachelor's degree in Education and having extensive experience in disability and inclusive education and pedagogical training delivery.
  • Minimum five years of experience in facilitating training to teachers or resource persons. 
  • Having skills and experience of designing and developing training contents and manual on inclusive education.
  • Inclusive facilitation skill is highly preferred.
  • Having skill and knowledge on the child safeguarding risks and mitigating strategy 

Expected Deliverable

ACCS expects the following deliverable to be provided:

Deliverable

  • Deliverable 1: Adapt a training package on inclusive education for itinerant teachers, which will support children with, and without disabilities, (Training packages includes Braille classes and Sign languages too)
  • Deliverable 2:  Deliver 30 working days (including breakdown of each day in different themes) of training on inclusive education  
  • Deliverable 3:   Submission of Training completion report, product and resources developed during the consultancy period.

1. Meeting with ACCS and Project team

  • Description: Meeting with ACCS as a preparatory discussion
  • Timeline: Within three days of the agreement

2. Finalize the contents and training manual

  • Description: Share the first draft of the adaptation manual to ACCS 
  • Timeline: Within one week of the agreement

3. Facilitating teacher's training 

  • Description: Conduction of the training- 30 days of face-to-face itinerant teacher training
  • Timeline: Immediate after finalization of the training manual

4. Submission of the final task completion report

  • Description: Covering all the contents, deliverables, learning, and recommendation
  • Timeline: Within one week of completion of training

Out of Scope:  N/A

Status updates/reporting

The consultant will report to the Project Coordinator of, ACCS Chitwan

General assumptions and dependencies 

The consultant will consult with ACCS along with the project team during the following deliverable. 

  • ACCS will support to prepare of the list of the teachers

Within the framework of the service provision, the Consultant will be asked to collaborate with ACCS team.

Budget and payment information  

  • The payment will be provided in two installments. First installment (40 %) of the payment will be made after agreement and remaining (60%) will be made after the completion of all the deliverable and submission of reports.
  • The Tax on remuneration, allowances, transportation or if any heading will be deducted from Resource Person / Trainer Pay / remuneration before final settlement as per the prevailing Nepal Government taxation rate and rule

The sub-contracting from the consultant for the services is not acceptable.

Note: This Terms of Reference (TOR) for Service provider/ Resource Person/ Trainer, is annex part of Resource Person Hiring Contract of Itinerant teacher training organized by ACCS Chitwan.
