|Karuna Foundation Nepal (Karuna Nepal) was established in 2015 as a Nepali non-governmental organization. This organization aims to prevent disability and rehabilitate persons with disabilities and create of inclusive society.
Karuna Nepal has been implementing the Disability Prevention and Rehabilitation Program (DPRP) in collaboration with the Ministry of Social Development and local governments of Koshi Province through a cost-sharing approach. The program is being rolled out in a phased manner across all 137 municipalities of the province, with technical support from the National Federation of the Disabled–Nepal (NFD-N).
Rationale for the proposed work:
Nepal is experiencing a demographic and epidemiological transition, with rising non-communicable diseases, population aging, and increased survival from trauma and congenital conditions, leading to growing demand for rehabilitation services and assistive technology (AT). Globally, WHO has prioritized AT as a core component of Universal Health Coverage through initiatives such as Rehabilitation 2030, the Priority Assistive Products List (APL), GATE, and the Global Report on Assistive Technology, all of which emphasize the need for affordable, quality, and integrated AT services.
In line with these global commitments, Nepal has developed key national frameworks, including the Priority Assistive Products List (PAPL), National Standards on Assistive Technology (NSAT), and the PAPL Operational Guideline, under the leadership of MoHP/LCDMS. However, the absence of a consolidated technical reference with standardized minimum specifications for assistive products has constrained effective procurement, quality assurance, and equitable service delivery at provincial and municipal levels.
This consultancy proposes to develop context-appropriate minimum technical specifications for priority assistive products, aligned with national and international standards, and integrated into the revised PAPL. The proposed document will serve as a practical guide to support consistent procurement, appropriate product selection, and effective utilization of AT, thereby strengthening the operationalization of MoHP commitments and improving access to quality assistive technology services across Nepal.
