Karuna Foundation Nepal (Karuna Nepal) was established in 2015 as a Nepali non-governmental organization. This organization aims to prevent disability and rehabilitate persons with disabilities and create of inclusive society.

Karuna Nepal has been implementing the Disability Prevention and Rehabilitation Program (DPRP) in collaboration with the Ministry of Social Development and local governments of Koshi Province through a cost-sharing approach. The program is being rolled out in a phased manner across all 137 municipalities of the province, with technical support from the National Federation of the Disabled–Nepal (NFD-N).

Rationale for the proposed work:

Nepal is experiencing a demographic and epidemiological transition, with rising non-communicable diseases, population aging, and increased survival from trauma and congenital conditions, leading to growing demand for rehabilitation services and assistive technology (AT). Globally, WHO has prioritized AT as a core component of Universal Health Coverage through initiatives such as Rehabilitation 2030, the Priority Assistive Products List (APL), GATE, and the Global Report on Assistive Technology, all of which emphasize the need for affordable, quality, and integrated AT services.

In line with these global commitments, Nepal has developed key national frameworks, including the Priority Assistive Products List (PAPL), National Standards on Assistive Technology (NSAT), and the PAPL Operational Guideline, under the leadership of MoHP/LCDMS. However, the absence of a consolidated technical reference with standardized minimum specifications for assistive products has constrained effective procurement, quality assurance, and equitable service delivery at provincial and municipal levels.

This consultancy proposes to develop context-appropriate minimum technical specifications for priority assistive products, aligned with national and international standards, and integrated into the revised PAPL. The proposed document will serve as a practical guide to support consistent procurement, appropriate product selection, and effective utilization of AT, thereby strengthening the operationalization of MoHP commitments and improving access to quality assistive technology services across Nepal.

Objectives of the Work

General Objective

To develop product descriptions, minimum technical specifications standards, supply chain system guidance including procurement system, costing and services delivery mechanisms, monitoring and evaluation system for assistive devices in line with revised priority assistive productive list in Nepal.

Specific Objectives

To develop assistive technology product specifications aligning with WHO’s APL and Nepal’s revised PAPL, NSAT and PAPL-OG frameworks.
To provide detailed minimum technical specifications for the procurement and service delivery of AT.
To support informed decision-making among procurement officials, rehabilitation professionals and service providers.
To promote equitable access to high-quality and context-appropriate assistive devices for persons with disabilities. To review the costing of the revised assistive product in list included in PAPL
To strengthen quality assurance and control mechanisms for assistive technology services at all levels.

Scope of Work

The consultant will work for the following:

Formation(re-form) of Technical Working Group (TWG) led by relevant divisions/sections under Department of Health Services (DoHS)/Epidemiology and Disease Control Division (EDCD).
Finalization with Technical experts (core team) for drafting, revision and finalization of Priority Assistive Product List of Nepal.
Desk Review: Review of existing global and national policies, standards, guidelines (APL, NSAT, PAPL, ISO) and literatures for enriching the existing draft document.
Stakeholder Consultation: Inclusive workshops and interviews with relevant representatives of Ministry of Health and Population (MoHP)/ Divisions/Departments/Sections, Ministry of Women Children and Senior Citizen (MoWCSC), Logistics Management Division, Provincial Governments(all), Local governments(selected), Service Providers, Organizations of Persons with Disabilities (OPDs), Suppliers, Rehabilitation professionals, Service Users, National health insurance board and National level certification agency (Nepal Standard).
Technical Drafting: Development of product-specific minimum technical specifications by the consultant in consultation with multidisciplinary team under TWG.
Validation: National-level technical validation workshop and incorporation of feedback.
Endorsement by relevant authorities in close consultation of TWG.

Responsible for supporting the revision of Nepal’s Priority Assistive Products List (PAPL) with a primary focus on developing minimum technical specifications for listed assistive products

At least a Master’s degree in public health, rehabilitation sciences, or a related health field
Minimum 5–10 years of professional experience in developing national-level policies, standards, or guidelines, preferably in the health and rehabilitation sector
Demonstrated expertise and strong understanding of Assistive Technology, including national and international standards (e.g., WHO APL, NSAT)
Proven experience in leading the design, implementation, analysis, and reporting of quantitative and qualitative studies using multiple data collection methods
Strong analytical and critical thinking skills with the ability to synthesize complex technical information into practical guidance
Sound understanding of the rehabilitation sector context in Nepal and familiarity with global AT and rehabilitation frameworks
Demonstrated experience working with government authorities and coordinating with multiple stakeholders, including development partners and OPDs
Strong leadership, coordination, and communication skills to oversee the assignment effectively
Excellent oral and written communication skills in both English and Nepali
Preference will be given to consultants or firms with direct experience in Rehabilitation and Assistive Technology related work
Finalization: Layout, Nepali translation, and production of the handbook in digital and printable formats.
