USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of health services at facility and community levels and
(iii) improving health systems governance, within the context of federalism.
The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Purpose of the assignment
Recently, the Activity undertook an internal reflection exercise for in-depth understanding of progress made in strengthening local health governance, illuminating local leaders and officials’ perspectives on management and accountability, and documenting challenges and ways forward. As a first phase of the exercise, the Activity’s staff interviewed 72 municipal officials and health staff across 22 municipalities of its working areas. These interviews were taken using an open-ended structured guideline and each interview has been recorded. As a next step, there will be in-depth analysis of the data collected from the field and producing a report (and learning briefs) based on the findings.
To embark on this task, the Activity seeks qualified consultant with proven experience in translation, transcription, analysis, and report writing using qualitative data (interview data). The incumbent will be working on two tasks: 1) translation and transcription of interview recordings and 2) analysis/interpretation of the translated data and complete report writing based on the analysis. Activity’s Monitoring, Evaluation and Learning (MEL) Director including Research and Knowledge Management Specialist will oversee the work of the consultants. Also, MEL team together will be engaged regularly with the consultants to discuss, consult, and provide inputs, as necessary.
Specific tasks for the consultants are as follows:

The Consultant shall prepare and submit the following deliverables to SSBH on an agreed-on schedule. In accordance with the contractual arrangement, payments will be made on submission of deliverables, technical sign-off by the MEL Director, and approval from the SSBH Chief of Party.
