Role Purpose
Save the Children leads the Child-Centred Disaster Risk Reduction (CC-DRR) Consortium consisting of Save the Children, Plan International and World Vision, with UNICEF and UN-Habitat as strategic partners. The consortium is about to implement an 18 month project under the current DIPECHO VIII action plan for South Asia, co-funded by European Commission Humanitarian Aid and Civil Protection (DG ECHO) with a focus on school safety in Nepal by operationalizing the Comprehensive School Safety Framework (CSSF).
The aim of the project is to increase the resilience of children, communities as well as the government education and disaster management systems in Nepal to be better prepared for and able to respond to natural hazards. This will be done through the development of common models and tools for the education sector that are developed in partnership with key education and disaster management actors in Nepal and especially with the Ministry of Education and Department of Education to secure their buy-in and ownership. The CC-DRR consortium will work intensively at the national level with the Ministry of Education and the Department of Education to build relationships, advocate and secure buy-in from education actors for the model approach that will be developed as part of this programme. In addition to institutionalisation within the education sector at national level, the project will also implement activities in six target districts across three regions in 60 schools with sub-national education authorities, school management committees (SMCs) and children. We will also coordinate with other actors in Nepal including education networks, the Nepal Risk Reduction Consortium (NRRC) and Flagships 1, 2 and 4. As advocacy represents one of the main elements of this project and is key to its success, a Consortium Advocacy Coordinator, leading the process for all partners has been envisaged.
The Consortium Advocacy Coordinator will provide leadership to Save the Children and Consortium partners - Plan International and World Vision - on all advocacy activities envisaged as part of this programme. S/he will have a reputation as a strong negotiator and diplomat with skills and experience of working with education actors in Nepal, especially at national level. S/he will lead the advocacy and relationship building components of this programme and will develop, in partnership with the consortium the advocacy strategy and action plan. Due to the need to secure buy-in from other partners into this process, coordination with other actors including the government and other relevant actors as NRRC - Flagship 1, 2 and 4, the education cluster and other education networks will be important. As well, with the help of SC’s regional TA, s/he will have to coordinate and align the advocacy initiatives with other DIPECHO projects in the South Asia region. At national level, communication with multiple high level stakeholders on policy related to education is required.
Term and Location: Fixed term position based Kathmandu
Required Qualification: At least bachelor's degree (Master’s preferred) in Political Science, Development Studies, Education, Disaster Risk Management with 5 years of relevant experience in advocacy including at least 3 years of working experience within the education sector in Nepal; Previous working experience with the Ministry of Education (MoE) in Nepal would be an added advantage
