The Sakchyam Access to Finance Programme (Sakchyam) is an initiative funded by UKaid as part of an agreement between the Governments of Nepal and the UK. It is implemented by Louis Berger for the Department for International Development (DFID Nepal) in partnership with local and international institutions. Sakchyam is working with the public and private sectors to leverage access and facilitate financial sector development in Nepal for small and medium enterprises (SMEs) and for the underserved.

As part of its ongoing initiatives, Sakchyam is preparing to work with the National Reconstruction Authority (NRA) and the Nepalese financial sector to facilitate home loans to earthquake victims as outlined in the Government of Nepal’s ‘Unified Working Procedure for Interest Subsidy on Concessional Loans 2075’. A pilot is now being designed with dedicated resources at select local units to coordinate among potential customers, financial institutions, NRA, local government bodies and other stakeholders.

To contribute to the successful implementation this pilot, Sakchyam is looking to fill the following positions.

Duty Station: Kathmandu with frequent field visits to project areas

Under the overall responsibility and direct supervision of the Sakchyam’s Team Leader, the ‘Component Lead – Housing Reconstruction Project’ will provide overall coordinaation, leadership, management and technical guidance to ensure the achievement of project objectives and delivery of project outputs in close consultation with the National Reconstruction Authority, central bank, financial institutions, local government bodies and other stakeholders and partners.

Key Responsibilities:

  • Coordinate with NRA, central bank, financial institutions, local government bodies and other stakeholders to ensure timely implementation, facilitate policy and decision-making and reporting of activities
  • Provide technical guidance, monitor and provide supervision to the team deployed in districts and or pilot project areas
  • Ensure the activities of deployed teams are aligned with the objectives of the project by providing overall technical and management guidance to the project team in the execution of the project activities to ensure quality and timeliness of project work
  • Maintain records on technical and financial aspects of project operation, including monitoring of project activities and their outcomes to identify bottlenecks and suggest solutions
  • Monitor and review progress at regular intervals and report to NRA and Sakchyam for support and guidance

Reporting:

The Component Lead: Housing Reconstruction Project will report to the Team Leader of Sakchyam Access to Finance Programme.

Minimum Qualifications and Experiences:

  • Minimum 15 years of experience in the financial sector; of which experience of minimum 10 years with the Government of Nepal/Central Bank /Commercial Banks/ and/or Donor Funded Project in the Financial Sector in a Managerial Responsibility
  • Strong management skills including ability to provide strategic guidance, technical oversight, mentorship, build strong teams, develop workplans, manage budgets and project expenditures
  • Working experience with International Development Partner/ Donor/ Development Project shall be an added advantage
  • Excellent communication skills, both written and oral, in English and Nepali
  • Ability to work in tight deadline
