The Leprosy Mission (TLM) is a UK based international non-government organization active in 34 countries; started its work in Nepal from 1957 with establishment of Anandaban Hospital in Lele, the sourthern part of Lalitpur. However, from 2005 TLM Nepal has been working as independent NGO in partnership with TLM international and the Government of Nepal to provide specialist tertiary care and technical support for leprosy control programs. It also undertakes internationally recognized research into leprosy and implements disability inclusive community development programs through its own activities and strategic partnership.

Being one of the largest NGOs in the country working in the field of leprosy, TLM Nepal mainly focuses in working with and for people affected by leprosy. Its development interventions focuses in the areas of health, capacity building, education, sustainable livelihoods, community development, advocacy and research working towards equity and inclusion of people affected by leprosy and disability in the development process.

Overall purpose of job

The role will be responsible for overseeing the successful completion of projects, including the construction of the new Lab Building. Your role includes the coordination and completion of projects on time within budget and within scope. Monitor the site and summarize progress of construction. Communicate, collaborate and cooperate with relevant stakeholders to produce highly effective communication to deliver a successful project.


Key tasks and responsibilities

 

Technical:

  • Ensure that projects are delivered on-time, within scope and within budget.
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques.
  • Report and escalate to management as needed.
  • Manage the relationship with the client and all stakeholders; and
  •  Perform risk management to minimize project risks.
  • Proven track record in civil engineering & understanding of materials, methods, tools involved in the construction or repair of buildings, roads, and other related structures.
  • Excellent knowledge of design and visualizations software (AutoCAD, Civil 3D or similar)
  • Analyzing reports of survey, detailed inspection, field tests, design repairs and rehabilitation of construction.
  • Monitoring and optimizing safety procedures, production processes, and regulatory compliance.
  • Developing detailed designs.
  • Doing feasibility assessments and site inspections.
  • Preparing and implementing project plans.
  • Researching and providing estimates for projects.
  • Reviewing government regulations and ordinances.
  • Monitoring and optimizing safety procedures, production processes, and regulatory compliance.
  • Making recommendations or presenting alternative solutions to problems.
  • Confidently liaising with clients and other professional subcontractors.
  • Project management duties (e.g. managing budgets, resources, and deadlines; acquiring and compiling quotes, etc.).

Working Relationship, including:

  • excellent client-facing and internal communication skills.
  • excellent written and verbal communication skills both in Nepali and English; and
  • solid organizational skills including attention to detail and multitasking skill

Administering the Building Contract, including:

  •  reviewing the contractor’s programme and the progress of construction works.
  • issuing of information, instructions, etc;
  • reviewing with relevant consultants of information provided by the contractor.
  • providing information required for preparation of valuations of work carried out or completed or validating contractor’s applications for payment.
  • giving notice of any adjustment to the Completion Date.
  • ascertaining or instructing ascertainment of loss and expense due to the contractor.
  • certifying payments due.
  • presenting financial reports to Client.
  • collating record information in conjunction with the Health and Safety Advisor; and
  • exercising impartial and independent judgment when dealing between Client and the contractor (not applicable to Employer’s Agent).

With the Lead Designer and, Engineering Consultants, co-ordinating and reviewing the work of all consultants and site inspectors, to the extent required for the administration of the Building Contract, including:

  •  providing information required by consultants and site inspectors for their services during the construction period.
  • receiving reports from such consultants and site inspectors to enable decisions to be made in respect of the administration of the Building Contract.
  • consulting any Other Person whose design or specification may be affected by a client instruction relating to the Building Contract, obtaining any information required and issuing any necessary instructions to the contractor.
  • managing change control procedures and making or obtaining decisions as necessary for time and cost control during the construction period.

Reporting:

  • prepare reports for upper management regarding status of project in English; and
  • Prepare progress report for donors.
