Duty Station:Kathmandu with frequent field visit
Minimum Qualifications:
Master’s degree or equivalent, preferably in Social Science
At least 5 years of working experience in Monitoring and Evaluation,research,analysis and community development.
Age should not exceed 50 years as of February 16, 2016.
Age limit will not be applicable for PAF's working staffs.
Preferred Knowledge and Skills:
S/he should have knowledge Project Planning, Designing, result based monitoring, Evaluation, Research and Reporting with experience in working at I/N/GOs.
Duties and Responsibilities:
Formulate strategy to facilitate effective participation of intended beneficiaries especially the poor, vulnerable and socially excluded in project activities
Recommend institutional arrangements to achieve project objectives and social development outcome
Prepare participatory and consultative framework
Develop strategy to project social development outcomes
Establish social development indicators, assist in establishment of baseline data and assist to develop a participatory monitoring and evaluation system
Prepare a list of priority sector line agency programs and donor programs directly relating to poverty alleviation
Formulate the proposal plan of action to coordinate PAF programs in line with PAF overall program
Network with agencies for resource pooling, program integration, monitoring and supervision
Prepare evaluation reports on the performance of these programs and integrate with overall PAF report
Prepare proposal to submit to donor agencies for funding PAF activities
Supervise activities of Portfolio Managers closely in consultation with DED
Participate in TAC meetings
Assist the DED in reviewing and reporting assessment of line agency/donor programs on poverty alleviation
Assist ED in coordinating line agency/donor in making their programs more poverty focused
Identify strategies to assist PAF supported programs at district level for technical backstopping, monitoring and supervision, training resources available at district line agencies
Coordinate and Prepare District Portfolio Reports and PAF district performance reports
Process PO, CO Applications scheme selection and co-ordinate appraisals
Supervise implementation of PO and CO agreements
Act as process leader for assigned tasks
Undertake field visits with the approval of DED for official purposes
Ensure the preparation and publication of district based annual report and extend help in preparing national level annual report
Monitor and evaluate the performance of staffs working under the division
Approve the leave application and field visit programs of the staffs working under the division according to the legal provisions in coordination with DED
Coordinate PAF units to consider probable environmental inputs of different programs run by PAF
Encourage micro-enterprise development at the community level
