Desired: 

  • Experience in leading governance programming in in Nepal
  • Fluency in any other local languages of Nepal
  • Excellent program and financial management skills; excellent interpersonal skills; ability to multi-task, perform under pressure and ensure timely delivery of quality work; demonstrated knowledge in gender equity and social inclusion programming approaches; strong monitoring and evaluation skills; and ability to assume the position within a short timeframe

Job Description

The Asia Foundation Nepal is seeking an Assistant Director to provide overall management and technical support in the implementation of The Asia Foundation-Australian Government Partnership on Subnational Governance in Nepal. 

S/he will be part of the Partnership management team and will provide guidance in the areas of local, urban or economic governance, and help establish synergies between different strategic areas under the Partnership/Program. S/he will support the establishment of high-level strategic partnerships with government, civil society, academic and research institutions, business associations, and development partners. S/he will ensure the use of a politically informed, flexible, iterative programming approach. 

Further, S/he will participate in regular field visits to program locations to monitor program activities, identify issues and challenges, and develop and recommend solutions. The Assistant Director will report to

Program Director while working closely with all team members within the Foundation’s Kathmandu Office. This position is open to only Nepali nationals.

Job Functions:

  • Provide management and technical support to the program team for the implementation of the Subnational Governance program
  • Provide substantive technical inputs across the program to ensure a politically informed, flexible approach to program implementation through continuous political economy analysis; be responsive to addressing emerging opportunities and new developments; and help establish synergies between different strategic areas under the Partnership/Program
  • Provide regular political and programmatic updates to the Program Director, and provide technical advice on subnational governance issues
  • Provide technical support and advice to local partner organizations to ensure that the program activities address the critical governance challenges in Nepal
  • Ensure effective mainstreaming of gender equality and social inclusion (GESI) throughout all activities; as well implement targeted activities to promote GESI across all economic and political processes in subnational governance in Nepal
  • Support the Director to build and manage high-level strategic partnerships through intensive relationship building and frequent liaison with government, civil society, academia, private sector and other development partners
  • Conduct field visits to the program sites to monitor program implementation and identify challenges and opportunities.
  • Monitor and keep track of issues that may significantly affect programming
  • Contribute to the donor and other internal reporting processes as well as efforts to enhance coherence and impact of all Partnership activities.
  • Any other tasks as assigned by the Country Representative or designate
