Area Manager

Purpose: The position holder will be accountable to oversee and ensure the effective management of Plan International Nepal’s program unit/field office, including project portfolio implementation, partnership management, sponsorship management, financial management, operations support and security. The Area Manager will represent Plan International Nepal in provincial and local government within the Program Unit / Field Office’s geographical jurisdiction. 

This position reports directly to the Field Implementation and Partnership Manager based at Plan International Nepal, Country Office.

Term - Fixed term employment for three (3) years 

Number of positions required: Two (2)

Location: Biratnagar Field Office and Nepalgunj Field Office

Required Qualifications and Experiences:

  • Master’s Degree in development studies, social studies, rural development or any relevant field.
  • At least 6 years of experience in managing development and emergency response programs with large & complex budgets by leading a multi-functional team
  • Ability to train, mobilise and manage staff
  • Flexibility and ability to multi-tasking under pressure
  • Ability to communicate and negotiate at different levels and effective interpersonal skills
  • Effective written and oral communication skills, including presentation and public speaking
  • Strong team building and motivational skills.
  • Demonstrated communication and organisational skills
  • Sound understanding and knowledge of development issues, trend, challenges and opportunities and implications to community development
  • Knowledge of effective participatory monitoring, evaluation and research system and process
  • Knowledge of child rights programming, gender transformative and inclusive strategies and development programming
  • Knowledge on transparent management principles
  • Knowledge on project cycle and project management

Key Responsibilities:

Oversee overall program management and ensure effective delivery of results in line with the approved Country Strategy and Annual Plan

  • Ensure high-quality project portfolio implementation for the Program Unit / Field Office in line with the Plan International Nepal country strategy and in close coordination with the Field Implementation and Partnership Manager and Country Office technical experts.
  • Ensure effective project portfolio monitoring by involving in regular feedback/ review/ reflections sessions with target communities, partner organisations and government line agencies.
  • Ensure that the project cycle is followed for each project including organising kick-off meetings, drafting project outlines, timely implementation of activities, close project monitoring and facilitating mid and end term evaluations (where relevant).
  • Review the regular reports from Program Unit / Field Office team and ensure the quality of reports.

Manage partnership for effective project implementation

  • Ensure partnership agreements are signed/revised in time following Plan International’s partnership strategy and guidelines.
  • Monitor partners’ performance on a monthly and quarterly basis in terms of expenditure, outputs and outcome delivery and progress towards agreed objectives.
  • Partner’s capacity gaps are identified and capacity building initiatives are carried out.
  • Annual mutual appraisals with partner organisations is carried out.

Manage Child Protection Policy (CPP) and Gender Transformation related accountabilities

  • Ensure CPP standards applicable to the management area of responsibility are implemented effectively.
  • Ensure organisational commitment to gender equality and strategic objectives in all programmes & operations areas.
  • Ensure that the projects are implemented in a gender transformative manner and help strengthen Plan International’s partners in mainstreaming gender in their programmes and governance.

Donor Compliance and Grants Project Management

  • Identify areas of new grants proposal in line with Country Strategy and Annual Plan and proactively develop new ideas and submit concept notes.
  • Ensure all grants projects are implemented timely and effectively as soon as Funding Approval Document (FAD) is signed.
  • Ensure effective monitoring and take corrective action for project implementation
  • Ensure donors conditions are effectively complied with.

Manages Sponsorship Business Processes

  • Ensure the maintenance of caseload in line with a country green sheet.
  • Ensure standard Key Performance Indicators (KPIs) are achieved related to communication products with high quality.
  • Ensure in reaching excellence in some of the areas of sponsorship business processes.

Ensure effective advocacy, networking, and alliance building

  • Advocacy agenda are identified, discussed in appropriate internal and external forums for wider support and partnership.
  • Relationships with relevant networks and alliances are established for joint advocacy initiatives and exchange good practices.
  • Support provided to the country communication team in implanting communication plan.

Effective Financial and Operation Management

  • Ensure effective implementation of financial management in the Program Unit / Field Office promoting an effective internal control system and its compliance at a reasonable level. Establish sound control environment for an effective internal control system.
  • Ensure effective budgetary control and management.
  • Ensure Effective management of Plan resources by partners within approved proposal and period.
  • Assess the potential risk fraud and error at the field office and partner’s level and put the effective action in place.
  • Ensure all local level procurements (goods and services) are done following operation manual in a transparent and cost-effectiveness.

Effective Team Management

  • A well-managed Program Unit / Field Office team is in place.
  • Leadership for providing excellent services to Program Unit / Field Office.
  • Demonstration of Plan International’s core values showing exemplary behaviours.
  • The team performance objectives are well defined and timely monitored using Plan International performance management system and other tools.
  • The team contributes efficiently to global, regional and country initiatives, request for engagement and support are answered timely and to high-quality standard.
  • Lead the change management process as per organisation needs.
