National Association of People Living with HIV in Nepal (NAP+N) is a national network of People Living with HIV (PLHIV) was established in 2003 that works at the national level and local community-based organizations and communities with a mission to strengthen the voice of PLHIV through the formation and strengthening of networks and association of PLHIV to respond to the challenges of HIV and AIDS in Nepal. NAP+N focuses on building the capacity of local PLHIV groups to respond appropriately to the needs of PLHIV and its related key populations in areas of advocacy, prevention, care, and support, counseling, raising community awareness, providing information and education, and improving access to the healthcare and legal services. 

NAP+N is seeking applications from qualified, smart, and result-oriented Nepali citizens for the following positions to support HIV and TB programs focusing on HIV case finding among other vulnerable populations (Migrant and their spouse) in the community.

Contract Duration: Initially up to 31st Dec 2020 and possibilities of extension upon the performance

Job Role: 

Admin and Finance Associate (AFA) is one of the responsible positions of NAP+N in the district office to manage program supported by Save the Children under Global Fund. H/She is responsible project administrative, financial and logistics management (Budgeting, accounting, expenditure, inventory reporting, store in-charge, logistic management etc.) to support HIV and TB program focusing on first 90 target on new HIV case finding among others vulnerable population (Migrant and their spouse) in the community.  S/he will report to Finance/Admin Manager in coordination with Project Coordinator( PC) for overall admin & financial management.  

Terms of reference (ToR) of Admin & Finance Associate:

  • Maintain record of overall expenditure of the program activities in coordination with Finance & Amin Manager/Project Coordinator(PC)
  • Handle day to day accounting transaction of the program
  • Ensure smooth functioning of day to day administration
  • Entry of daily journal voucher and postings based on double entry system accordingly
  • Ensure, develop & maintain income goods, equipment, material, and their posting into the proper ledger 
  • Maintain proper filing and effective documentation of all documents related to finance and administration
  • Maintain staff’s personnel files and ensure proper documentation and confidentiality at all time
  • Maintain leave record and balance of the project staff
  • Check and ensure attendance, salary payment, and other necessary forms as required
  • Assist Project Coordinator and members in Administrative and Finance related matters
  • Release advance to the program staff for SR supported HIV/TB program activities implementation at district and Palika level
  • Receive, verify and ensure that supporting documents are submitted by program staff while settling advance 
  • Check and ensure attendance, payment and other necessary supporting documents required for settlement
  • Provide orientation to the new project staff on financial norms and policy of the project
  • Timely payment, availability, and supply of logistics items up to program districts
  • Procurement of office supplies/stationaries and maintain stock book properly
  • Receive logistics and maintain the inventory in the stock book
  • Manage and supply commodities, forms/formats to IRWs and M&E Officer
  • Monitor and supervise office assistant’s work and provide feedback to maintain office clean and tidy
  • Prepare and submit qualitative and quantitative financial report to Save the Children
  • Follow the Safeguarding Policy of SCI and ensure its compliance at all level
  • Perform any other duties as required or requested by the line manager and the board

Qualification and Experience:

  • Bachelor’s degree in management with 2 years working experience or Intermediate in related subject with 5 years’ work experience in related field
  • Proficiency on computer usage on office packages, email, and internet
  • Residency of program district will be given a priority
