INTRODUCTION
Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

Save the Children Nepal Country Office is intending to provide humanitarian response to the earthquake affected areas. Save the Children has chosen its priority districts as Gorkha, Dhading & Lamjung (Cluster 1); Sindhupalchowk, Kavrepalanchowk, Dolakha & Ramechhap (Cluster 2); Kathmandu, Bhaktapur & Lalitpur (Cluster 3) and Nuwakot & Rasuwa (Cluster 4). In this context, SC is seeking to recruit dedicated and qualified candidates as the short-term staff with different expertise to response to these affected areas in various sectors.

BRIEF POSITION DESCRIPTION
Responsible for the design, implementation, follow-up and evaluation of water sanitation and hygiene promotion activities of Save The Children in the target district Rasuwa under Kathmandu Field Office. The post is specifically oriented towards the WASH emergency response, and special attention will be made on the integration of the WASH sector in other core sectors of Save The Children such as nutrition, shelter, food security, health, education, and child protection.

MAIN RESPONSIBILITIES

Needs Assessments

  • Design, plan and implement of WASH hygiene needs assessments, including personal interviews at household level, facilitation of focus group discussions, site visits, and meet with key members of community

Program Design and Implementation

  • Design, plan, implement and follow-up of WASH activities in close coordination with district and VDC level WASH coordination committee and sector partners for collaboration and synergy building. The major activities to be  leaded by this position would be such as:
  • Establishing WASH facilities in public institution and communal/HHs latrines.
  • Establishing water scheme in community in targeted VDCs
  • Training of trainers in hygiene promotion (for community volunteers, WASH committee members, teachers, health workers)
  • Setting up of children clubs and hygiene promotion activities in schools
  • Liaise and coordinate activities with community health workers
  • Ensure community mobilization in all field related to water, hygiene and sanitation
  • Plan, organize, supervise and evaluate the distribution of hygiene, cleaning and water treatment kits for health centers, schools and families
  • Work with the WASH team to develop and evaluate methodologies for promoting sanitation or subsidized latrine construction
  • Consider budget planning and logistics for WASH activities: making and follow-up of internal purchase order, quality control of material delivered by suppliers, planning team movements by vehicle
  • Follow-up of WASH activities of potential local partners of Save the Children such as local NGOs, and participate in building their capacity

Monitoring, Evaluation, Accountability and Learning

  • With the WASH team implementation of initial and final KAP surveys (Knowledge, Attitude, Practice) 
  • With the WASH team implementation of PDM survey (Post Distribution Monitoring) for kit distributed
  • Follow-up of water quality analyses at household level (residual chlorine, bacteriological analysis), in particular to assess the effectiveness of home water treatment techniques
  • Collection, consolidation and reporting of weekly overall WASH activities and health related data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, results of water analysis performed)

Reporting

  • Weekly report to line manager, verbal reports whenever necessary
  • Prepare the sector report of the district as requirement and guidance of the central WASH cluster 

Integration, Coordination of Cross-cutting Aspects

  • Perform as a focal person as co-lead on behalf of Save the Children that includes managing  coordination among sectors agencies, gap analysis of the district, response strategic preparation and systematic delivery management of WASH intervention in the community settlement of Rasuwa district.
  • Coordinate water sanitation and hygiene activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries
  • Coordinate local level WASH  activities with WASH Cluster, D-WASH CC, DDC, V-WASH CC 
  • Ensure the integration of gender, child protection, HIV, people living with disability, environment and other crosscutting issues to the design, implementation and development of Hygiene promotion activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled

QUALIFICATIONS & EXPERIENCE

  • Bachelors in Public Health with 2 years of relevant experience
  • Organization, coordination and planning skills
  • Strong computer skills
  • Ability to listen and adapt
  • Excellent facilitation and community mobilization skills
  • Good interpersonal skills
  • Fluent knowledge of local language
  • Fluent knowledge of written and oral Nepali and English
  • Nepali National
  • Experience in education, and in the field of training 
  • Direct experience in the geographical area targeted by Save the Children 
  • Experience working with an international NGO

WORKING CONDITIONS

  • The position holder is expected to be ready for the deployment in any of the affected district(s) at short notice. S/he will normally work unusual hours and are often working in stressful and insecure environments
