TEAM/PROGRAMME: Health and Nutrition/WASH

LOCATION: Kathmandu with at least 60% time in the working districts

CONTRACT LENGTH: Fixed-term grant

CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

We reach approximately two million population and invest over 30 million US dollars annually to reach more children than ever before, through programmes in Health and Nutrition, Education, Child Rights and Governance and Child Protection, Child Poverty, HIV and AIDS, and Humanitarian.

As a dual mandate organization; Save the Children Nepal Country Office is implementing both humanitarian and development WASH projects in different area of the country. Currently two WASH projects are being implemented. 1. Post-Earthquake Reconstruction in Nepal funded by DFID with partnership with Mott Macdonald. The project is operating at Nuwakot and Rasuwa district with aim to provide sustainable access to water supply and sanitation facilities along with improve hygienic behaviour of the earthquake affected population at Nuwakot and Rasuwa districts. 2. Flood Recovery project funded by ECHO. This project is implementing at Banke district with aim to support the recovery flood affected beneficiaries through Water supply, sanitation and hygiene activities. In this context, SC is seeking to recruit dedicated and qualified candidates as the fixed-term WASH Manager with technical and managerial expertise to develop concept and proposal, ensure quality implementation and providing strategic inputs to Country Ooffice. 

The position will involve provision of managerial and technical support as well as identification of appropriate intervention strategies and methodologies to achieve greater impact to children in Nepal, contributing to the global objectives of Save the Children International. The post is also responsible to ensure mainstreaming DRR and GESI into WASH and health programme/projects. This post is also expected to support fundraising efforts and fulfil donor reporting and liaison requirements. The WASH Manager is expected to work closely with the thematic team of Save the Children, implementing partners and to lead on sectoral assessment, proposal development, project planning, coordination, procurement and resource management meeting the desire quality. This position require extensive field/site visit and worked closely with the SC field offices and implementing partners from planning onwards to implementation and further operation and management of intervention carried on the project. This position is expected to identify the capacity gap of the WASH team and deliver series of capacity enhancement training/orientation to SC and partners WASH team. This position need to establish and maintain good coordination and collaboration with the consortium partners, government line agencies particularly with Department of Water Supply and Sewerage (DWSS), Ministry of water supply and sanitation, Gaunpalikas/Municipality, Water Supply and Sanitation Division office (WSSDO), National Reconstruction Authority (NRA), and WASH agencies at National, Provincial and district level. Further the position holder is expected to work with humanitarian team for WASH preparedness and response in upcoming disaster in the country. 


KEY AREAS OF ACCOUNTABILITY:

Programme Support:  60%                                                                                

  • Responsible for management of the overall WASH programme and ensure efficient, effective and quality delivery of activities, including budget planning and tracking, forecasting and HR management
  • Ensure that the WASH programme is implemented in a consultative, participative, transparent, and gender sensitive way.
  • Develop WASH sector operation, implementation, response plan, and contribute to Save the Children’s overall response strategy.
  • Provide technical checking of Water and Sanitation engineering designs and hygiene promotion programmes as necessary, and proactively promotes high quality WASH technical approaches within country programmes.
  • Coordinate with different program/project units; exchange the good practices and implement complimentary action at the project area to scale up the outcomes. 
  • Promote community participation in project implementation including disaster affected children and their families.
  • Work closely with Program Operation Director for the development of a health, Nutrition, HIV and WASH country programme with strong synergies between the different elements.
  • Prepare/finalize timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. 
  • Identify WASH programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
  • Ensure implementation of an M & E plan for your projects, linking to donor reporting requirements, and capacity build technical field staff in carrying out M&E activities.
  • Put into place accountability activities for your project, ensuring that feedback from children and their families is considered.

Programme Development and Quality:   15%                                  

  • Lead WASH aspects of technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  • Work with Health and Nutrition Advisor / PDQ Director to develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
  • Design WASH programme activities, infrastructure designs and hygiene promotion activities which contribute to WASH, health, nutrition, education and livelihood outcomes for children.
  • Working closely with Health and Nutrition Advisor / PDQ Director, support fundraising for the WASH sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisors.

Capacity Building:  10%                                                                       

  • Identify the capacity gap of WASH and Health, Nutrition team of SCI on development and humanitarian WASH and facilitate the orientation/training to needed staffs for effective program implementation
  • Identify learning and training opportunities for SCI staff and partners and work as a mentor and role model for less experienced staff.
  • Oversee development of technical training material that will improve aspects of WASH work within SCI, at country level. 

Representation & Advocacy & Organisational Learning: 10%            

  • Ensure that SCI's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, such as the WASH cluster, WASH working group and technical expert group ensuring the specific needs of children are being addressed.
  • Take steps to document lessons learned, from WASH and related WASH of Health, Nutrition programmes, for wider dissemination.
  • In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
  • Establish and maintain coordination with WASH team of members, HQ and Regional’s WASH technical team. Seek technical advice as per requirement of country office program. 
  • In collaboration with the HQ and Regional technical teams, feed in learning, experiences and evidence to relevant global advocacy objectives.
  • To identify opportunities and material to contribute to WASH communications and media work, acting as a spokesperson when required.

General:  5%                                                       

  • Deliver high quality results in line with the current proposals and SCI country strategy.

QUALIFICATION AND EXPERIENCE

Essential

  • Master’s degree in Water Engineering, Water Resource Management, Civil Engineering, Public Health, or related subjects
  • Minimum of 7 years of working experience in WASH sector, including 3 years of experience in WASH project management/advisory role at national level in a humanitarian or development context
  • Previous experience of managing a WASH team at national level
  • Previous experience of WASH project management and programme coordination, implementing WASH programmes within donor constraints, on time and within budget
  • Experience of and commitment to working through systems of community participation and accountability
  • Demonstrated monitoring and evaluation skills
  • Proven capacity to supervise, train and coach staff in WASH technical skills
  • Experience of representation and ability to represent SC effectively in external forums
  • Experience of preparing successful funding proposals for donors
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
