LOCATION: Country Office, Kathmandu

CONTRACT LENGTH: Fixed-Term (till 15th March 2021)

CHILD SAFEGUARDING:Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

We reached approximately two million populations and invested over 29 million US dollars in 2012 to reach more children than ever before, through programmes in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, TB and Malaria and Humanitarian crises.

Under the direct supervision of DCOP, the Technical Specialist (HIV) will provide overall technical leadership and strategic direction for Save the Children in all its HIV program. S/he will lead implementation and monitoring of the HIV programs to achieve programmatic goals while ensuring that programs are implemented in accordance with standard protocols, guidelines and procedures. S/he will coordinate the program team to assess the technical gaps, and develop technical competence of HIV program staff, Service Delivery Points (SDPs) and Sub-recipients (SRs). S/he will work closely with the Program, M&E, PSM and Management Team to provide technical inputs in program development, internal/external technical capacity building, monitoring and support to ongoing program implementation. The Specialist will represent Save the Children in HIV program, promoting its programs and methodologies, and contributing to Save the Children’s reputation of excellence in program delivery and oversight.  S/he will also support in development of technical documents (strategies, guidelines, SOPs), take lead in disease surveillances, ensuring quality assurance of HIV services, take lead in development of proposals and target settings.

KEY AREAS OF ACCOUNTABILITY: 

Technical Support and Quality Assurance

  • Provide technical expertise in HIV and related system strengthening and human resource capacity building. 
  • Ensure that vision and plans for program development are innovative and in line with the National HIV Strategies/Plan, Save the Children country program strategies and are fully communicated throughout the project.
  • Provide leadership in assessing and improving methodology and internal work processes to ensure flexibility and responsiveness to the needs of targeted populations, as well as the achievement of programmatic objectives.
  • Supervise either directly or indirectly technical staff of Save the Children to carry out activities designed in accordance to the approved Global Fund program work-plan; in so doing, ensure activities are fully accomplished, meet expected technical quality standards, and are delivered on schedule
  • Oversee technical reviews, including outside evaluations if any, and manage indicated changes in program direction and focus
  • Technically support the HIV team of Save the Children to ensure that the service delivered follows the national guideline and protocals with full understanding and respecting the health and human rights of key populations. 
  • Coordinate and assess for technical program gap with the program team of Save the Children, its Sub Recipients (SRs) and Government Service Delivery Points (SDPs) to assess program strategies, programs and results to ensure program quality, effective implementation and efficient utilization of resources. 
  • Develop modalities that ensure quality assurance services delivered at all levels of program design and implementation. 
  • Technically lead in planning and implementation of all HIV related research/surveys and other technical studies.
  • Technically support in preparation of annual training plan and conduct technical training, research and situation assessments as necessary to support program development. 
  • Technically support the M&E team in preparation of and orientation on the use of monitoring checklists and other R&R tools to program team and service providers.
  • Provide onsite technical support to region and district based Save the Children, HIV service providers. 
  • Roll out updated protocol/guideline  through the program team. 
  • Technically support PSM team in forecasting and quantification of pharmaceuticals and health commodities for HIV program
  • Ensure good relations with SDPs, SRs and key stakeholders, providing them technical guidance and oversight to ensure optimal participation in the project.

Planning and Policy Development

  • Provide overall technical visionary, strategic and policy direction to HIV team ensuring the program implemented are up to the national technical standards and complimenting the National HIV Plan
  • Identify opportunities and shape the strategic direction of the HIV B program. Organize and lead related strategic program and project planning forums including future program developments.
  • Contribute technically to strategic planning processes related to key populations. Ensure appropriate technical inputs to SRs/partners’ technical aspect of planning processes.
  • Represent and lead SC in national HIV program and investment planning exercises, and national technical / policy forums. Ensure the unit’s participation in National technical working groups (TWGs) as required. 
  • Design and recommend appropriate technical professional development opportunities for Save the Children staff and its partners
  • Lead and coordinate all stages of proposal development opportunities (including the Global Fund proposal), from strategy and planning sessions, to preparing and coordinating content, to producing the final document and any other required materials for delivery within the required timeframes.   
  • Represent  Save the Children HIV in policy discussions with external agencies (national or international)
  • Coordinate with the program unit of NCASC for improved collaboration in service delivery
  • Support Save the Children dual mandate of development programs as well as being the leader in emergency preparedness and response for children

Occasional Significant Duties

  • Prepare and timely submit technical  review report, annual and semi-annual 
  • Fulfill any additional tasks as required and requested  by DCOP in the areas of HIV program. Strategize, write, and edit content for briefs, proposals, qualification packages, and project description

Qualification:

  • Master's degree in Public Health; candidates with MBBS or PhD preferred

Experience & Skills:

Essentials

  • At least seven years of experience (five years for GESI group) in Public Health Program in Nepal. Preference will be given to person with prior experience on HIV program
  • Excellent understanding of Key Populations affected by HIV. 
  • Excellent knowledge on management of comprehensive HIV program
  • Excellent computer skills (MS Excel, Word and PowerPoint)
  • Excellent inter-personal and communication skills
  • Advanced level oral and written English proficiency

Desirable

  • Prior experience with Global Fund Programme Management, Skills on research, gap analysis, critical analysis and program design is preferred.
